Next Years Draft
Quota To Be Less
. WASHINGTON Secretary of
Defense Wilson said last week that,
partly because of greater opportuni
ties for peace, draft calls will be
halved next year and the armed
forces will be reduced by 403.000
men by June, 1956.
The reduction will bring total
strength down to 2,815,000 from the
current figure of 3,218,000 regist
ered last month.
Wilson told a Pentagon news con
ference the decision to cut military
manpower was made "in the last
few weeks ... by the president
after a review" of all factors.
The secretary also announced that
the 1st Marine Division will be
returned from Korea to the West
Coast, as soon as shipping is essem
bled. It will be replaced by one of
two Army divisions in Japan.
The Army, Navy, Marine Corps,
Ire all to be trimmed fn the next
18 months; only the Air Force will
be increased in manpower.
Wilson said that - among factors

. Asked whether the cutback would
affect- American commitments in-
Europe,., where the, United' States
has the equivalent of six Amy divi
sions, Wilson replied: -Not at all'
By Wilson's figuring, the Army
on June 30, 1956 will have 1,000,000
men, a decrease of 343,000 from last
month; the Navy will have 630,000, a
decrease of 42,000, to 190,000 and the
Air Force will have 973,000, an in
crease of 14,000. , -v
Total armed forces strength ,ls to
drop to 2,940,000 by next June 30,
in the progressive and gradual re
duction, Wilson said the draft call for Feb.
ruary, which has been announced
at 200,000 men, will be reduced to
10,000 or 11,000. He said the low
quota would be continued at least
through June.
The secretary stressed that the
reductions were arrived at without
any connection with the new re
serve training program advanced
by the Pentagon last Friday.
In that 'connection, he said he
didn't think that any major Army
installations would have to be
closed. The training program calls
for a new system of six months
training for 100,000 youths a year,
and Wilson said they would use the
regular Army training centers.
He was asked whether the Army
would have to reduce the number of
its active divisions or staff the same
number with fewer men. He said,
"maybe they will do a little of
both."
Similarly, he said, the Navy might
lay up some ships and man the re
maining ones with smaller crews.
The total reduction in the next
six months figures out at 278,000
mes. uv.COO more than had pre
viously been planned. Wilson esti
mated that the decision to lop off
the extra 100.000 would reduce mili
tary spending by about 250 million
dollars.
However, he said other expenses
for weapons, research and develop
ment might offset this savings .Say
ing that the manpower cutback
would not necessarily mean a cor
responding reduction in the wea
pons program, Wilson said a recom
mendation for a fifth super air
craft carrier for example, will be
in the Pentagon's budget requests
to the White House. ' ,
