Treeman has assigned lop priority status to the rural areas develop ment program and -has named the Farmers Home Administration is nical services in support of rural community development. The rural areas development pro gram ... is .concerned rith the plight of the nation's underemployed peo ple - families who don't earn enou gh from farming or other work to obtain an adequate living. The plight of these people has caused growing concern in recent years and has received the active atten tion of Government leaders in the past several months. . The program offers a low-income rural area, help in strengthening its economy. "A revitaliztion of the rural econo-1 my and a full development and uti lization of the rural community's human and natural resources will' help the entire nation," Mr. Parker said. "It will help the large urban areas by cutting down on the forced mig ration of rural people to already overcrowded cities. 'Mt will help rural areas by knock ing out economic stagnation and erasing trie chonic problem of rural poverty. A well planed, well organ ized rural areas development pro gram will stimulate the economy of the area by bringing in new indus tries, restraining the unemployed for new jobs and helping communi ties assess their wealth of undeve loped resources." Farmers Home Administration personnel are well prepared for ru ral development work, according to Mr. Parker, in as much as the a gency has been concerned with help ing low-income farm people ever since it was organized in the de pression ridden thirties. - Mr. Parker listed the following aids which his agency is providing to rural development areas: . (a) A wide range of .housing, water development,, farm operating, and farm- real estate, loans; some ser vices . also available to rural resi dents in communities up to 2,500 in population. ' t (b) Personal farm and money man agement assistance to borrowers so that loan funds are used to the best advantage. , ' T (c) Credit counseling, with families not using the agency's service but needing advice in handling their ; financial problems, s - .; , (d) Technical assistance to the ru ral, areas development commitees in preparing and carrying out their community development ' plans. ; The Farmers Home . Administra tion carries out its federal program in North Carolina through 66 county offices strategically located so that its services are available to all far mers who need assistance. , J here, visited Mr. and Mrs. M.
