SfjcorifJ CTT-CWA J For the second time in three mon- uis, ju representative ot ine lNanon a) fLaor Relations -Board heard testimony 'in. connection with a pet ition by the Communications Work ers of America, AFL-CIO, to organ ize, a labor union among Carolina telephone and Telegraph Company employees. 'Tlie hearing; which took place in the CWA's petition for an election among the , company's traffic em ployees to determine if they desire the union as their collecting bar gaining agent. j In March the union appeared be fore NLRB representatives seeking a similar election among employees of the company's Plant Depart ment. In the election, which took place during early May, the union was defeated by a vote of 581 to 164. At the June 1 hearing, the union maintained that only eligible Traf fic Department employees .should be permitted to vote in connection with the current petition. This wou ld exclude supervisory, profession al, and confidential personnel em ployed in that department. The company's position was that all non-supervisory personnel in all departments, except plant, should be given an opportunity to vote.. This would include about 1,200 em ployees of the Traffic, Engineering, Commercial, and Accounting De partments. During the hearing counsel for the union contended that service assistants and instructors should be considered as non-supervisory per sonnel and as such should be eli gible for union membership. J.
