The Army is more careful in selecting draftees to serve under the present draft act than during the war. Out of 44,000 men ex amined since early November, 32,000 have been rejected. This is a rate of 72 per cent. It com pares with thfe rejection rate of 35.8 pec cent during the war. I’m sure that North Carolinans were saddened by the death of Robert Quillen, the tramp print er who became South Carolina’s H. L. Mencken. In my estimation, Mr. Quillen was one of the most outstanding newspaper columnists. For years I have very much en joyed and benefited from reading his nationally syndicated para- igraphs. It was in 1928 that Mr. Quillen Wrote an editorial criti cizing his State as a place run by* “psalm - singisg, liquor guzzling trash, without the slightest con-, ception of the' meaning of honor, constitutionally incapable of de cency, inherently filthy in body, mind, and soul.” Fou may obtain a copy by writing i to “The Superintendent of Docu-j ments, U. But Mrs. Rooseyelt has remarked that “The United Nations is my work.” She is chairmon of the U. N.’s 18- nation Human Rights Commission which will seek next year to draft human rights treaty legally en forcing those rights. The Army, Navy and Air Force wiU start withholding of income taxes from the pay of all officers and enlisted men beginning Jan uary 1. Since 1942, the pay of enlisted personnel and Warrant Officers has been tax free, and commissioned officers have been allowed a $1500 tax exemption. The last Congress, however, eli minated these provisions The Government Printing Office The Post Office Department has announced plans for a four-cent air mail postal card. The new card will be issued in connection with the increased postal rates which become effective January 1. It will go on sale throughout the country around January 10, and will be cream colored and the same size as the present ohe-cent postal cards.
