Sheriff Files For Sixth Term
Hoke County Sheriff David M.
Barrineton is running for a sixth
term, ne announced Friday in a
written statement.
ty His statement says:
* 1 will take this opportunity to
announce that on January 20th, 1
paid my filing fee seeking a sixth
term of office as Sheriff of Hoke
County. I am 48 years of age; with
26 years experience as a law
enforcement officer, all with the
Hoke County Sheriffs Department
and throughout the years, 1 have
attended various training courses in
law enforcement, including Jailer's
J school and Administration of
Sheriffs Departments held at the
Institute of Government at Chapel
Hill, N.C.
During my five terms of office,
the department has grown from a
Sheriff with two deputies; one of
which also served as a jailer
operating from 2 patrol vehicles, to
a modern professional operation
consisting of: 1 1 deputies, in
| eluding a three-man detective divi
" sion, 4 radio operators also serving
as jailers, 3 matrons, 2 office clerks
and the Sheriff for a total of 21
employees in the department. We
provide 24 hour service to the
citizens of Hoke County operating
out of 12 patrol vehicles.
We operate a modern com
munications system including
Police Information Network which
T) provides contact with every county
* in North Carolina and every state in
the Union. We provide com
munications for the various rural
fire departments, the Hoke County
Rescue Squad, the Hoke County
Ambulance Service, the Forestry
Service, and the Hoke County
A. B.C. Officer.
A new jail was constructed in
1%8 and it is still one of the most
modern jail facilities in the state.
Each deputy and jailer in the
Sheriff s Department has attended
and completed a Basic law en
forcement school consisting of 240
hours. Much has been accomplish
ed with the cooperation of the
citizens of Hoke County and the
various county commissioners 1
have had the opportunity to serve
with as Sheriff for the past 20 years.
If nominated as your Democratic
candidate for Sheriff in the May
4th Primary. I again pledge con
tinued good, efhcient and pro
gressive law enforcement and I
Eromise to serve the citizens of
loke County, fairly and im
partially, to the best of my ability at
the least possible expense to the
taxpayers of this county.
Barrington was born in the old
Hoke County Jail when the jail
building held living quarters for
officers and their families. His
father, Walter Barrington, Sr.,
then was a Hoke deputy sheriff and
later served as a U.S. com
missioner, a justice of the peace
and Raeford police chief.
After Barrington's father died,
Barrington's mother served as a
U.S. commissioner, justice of the
peace and when the District Court
system was installed in Hoke, a
magistrate. She retired in 1979 and
still living in Raeford.
The sheriff was educated in Hoke
County schools and served in the
Coast Guard from 1952 to 1956.
Then he became a deputy sheriff in
1956, serving till 1962 when he was
elected, at the age of 28, to his first
term as sheriff. He has been serving
continuously in the office ever
since.
( Plummer Files
For County Board
Jimmy Plummer, 54, of Rt. 4,
Raeford, a lifelong Democrat and
Hoke County native, filed Thurs
day with the Hoke County Board of
Elections as a candidate for the
Board of County Commissioners.
) He will run for the Democratic
nomination in the May primary for
one of the three seats on the board
which Hoke voters will fill in the
November general election.
Plummer is a parttime farmer
working with his sons, Jim and
Donald producing beef cattle, soy
beans and corn on about 200 acres.
He also works parttime with the
Federal Crop Insurance Corp. as a
crop insurance adjuster.
^ The elder Plummer went into
farming after retiring from the
U.S. Civil Service Commission with
over 27 years duty at Ft. Bragg as a
civilian. He was motor transport
officer when he retired.
Plummer is the youngest son of
the late Mr. and Mrs. J.H.
Plummer, also of Hoke County. He
is married to the former Justine
McArthur of Fayetteville. In addi
tion to their sons, they have a
daughter, Barbara Ann, a music
teacher at North Pitt High School
in Greenville. N.C. Son Donald
Wayne is a supervisor with Up
church Turkey Farms in Hoke
County. Jim Jr. is a vice president
of Federal Land Bank for Cum
berland and Hoke counties.
The elder Plummer attended
North Carolina State University at
Raleigh for three years after serving
in the Navy for 22 months starting
in 1946. In service he was on duty

on a destroyer for 19 months, part
ot the time in the Mediterranean
Sea.
Active in Parker's United Metho
dist Church, he is a former
chairman of the church board and
for many years served as Sunday
school superintendent.
Plummer also is active in the
Farm Bureau, the Masons, the
Order of the Eastern Star, and the
Hoke County Booster Club. He is a
past Worthy Patron of the Hoke
OES chapter and is a former
president of the Booster Club.
This is Plummer's second
attempt to be elected a county
commissioner. His first run was
made in 1980.
Burlington's
Quarterly Sales Up
Burlington Industries Inc. re
1 ported net sales for the quarter
ended January 2. 1982, were $741,
708,000 on which the company's
consolidated net earnings were
$17,579,000 or 62 cents per share.
In the comparable period last
year, Burlington reported net sales
of $728,376,000 on which the
company's consolidated net earn
ings were $17,440,000 or 62 cents
per share.
Translation gains from foreign
)> currency items were 4 cents per
share in the First quarter of fiscal
1982 compared to a gain of 10 cents
per share in the same period last
year. Burlington adopted the new
foreign exchange accounting stan
dards prescribed in FASB State
ment No. 52 for the first quarter.
Prior year results were not restated.
In his review of the company's
performance. William A. Klop
man. chairman and chief executive
officer, noted. "First quarter per
formance reflected the deteriorat
ing economic environment. Future
results will be affected bv the
timing of an upturn in the
economy."

David M. Barrington
Harrington is married to the
former Billie Jeanette Skinner of
Hertford. They have four children:
Dave, Jr., 22, is employed in
Scotland County with the State
Division of Adult Probation /Parole
Joseph, 17. Laura, 15, and
Matthew, 12, attend Hoke County
schools and are living at home.
The sheriff is a member of First
United Methodist Church of Rae
ford. He won the 1966 Dis
tinguished Service Award of the
Raeford Jaycees and was named
Hoke County Law Enforcement of
the Year in 1977 by fellow members
of the County Law Enforcement
Officers Association. He also is a
former president of the association.
He is still a member.
Barrington is a former member
of the Ellis Williamson Post of the
American Legion, the Raeford
Lions Club and the Advisory Board
of the state correctional unit at
McCain. He is a member of the
Advisory Board of the Hoke County
Rescue Squad.
Bratcher Files
For Commissioner
Cleo Bratcher, a 39-year-old
Raeford merchant, filed with the
Hoke County Board of Elections
Monday as a Democratic candidate
for the Board of County Com
missioners.
Bratcher will run in the May 4
Democratic primary for one of the
party's three nominations to the
board. The three named the
Democratic nominees will run for
election to the board in the
November general election. Bratch
er became the seventh Democrat to
file for a commissioner's post.
He owns and operates his store.
The Shoe Chest. He went into the
business 2 '/a years ago after serving
as manager of B.C. Moore & Sons
department store in Raeford. Be
fore joining Moore he was a shift
supervisor for Knit-A-Way, Inc..
served as a clerk at the Hoke
County ABC Store, and was em
ployed in the Burlington Industries
Technical Department.
He is a native and lifetime
resident of Hoke County and is a
1961 graduate of Upchurch High
School.
Bratcher was married to the late
Margaret M. Bratcher. They had

He is Sunday school superin
tendent for McLaughlin Chapel
AME Zion Church, is a member of
the church's trustee board and is
chairman of the church's Preacher
School .
This is his first attempt to be
elected to a public office.
