In District Court License, Assault, DUI Cases Heard By Judge Dupree The following judgments were -?issued Thursday in Hoke County District Court. Judge Joseph E. Dupree presided. Alexander McArn, Rt. 1, Shan non, displaying an expired license plate, prayer for judgment con tinued, costs; costs remitted. Ronald Clarence Morrisey, Rt. 3. Raet'ord, speeding 47 in a 35 zone, costs. Danny McPhaul. Rt. 3. Raeford, jj no operator's license, voluntary dismissal by the prosecutor: de fendant presented a license. Bobby Jones, Rt. 1. Shannon, assault by pointing a gun, pleaded not guilty, found guilty, prayer for judgment continued, costs. The motion adopted, offered by Commissioner Danny DeVane. provides that the work be done "the cheapest and most feasible way possible." The suggestion to get DOT help was made on the JVf grounds that part of the water involved in the problem is highway water. OTHER BUSINESS The commissioners also adopted a motion to move toward determin ing what work needed to be done on the Courthouse in connection with its listing on the National Register of Historic Places. A restoration architectural firm and a restoration consultant will be " interviewed, according to the authority provided in the motion, and one chosen to evaluate the problems and draw up a plan of priority items of work that need to be done. This was suggested by Camille A. Bowman, restoration specialist in the Restoration and Preservation Services Branch of the State Department of Cultural Re sources in a letter written to f Martin. Martin in a written memoran dum said that if the commissioners should decide to hire a restoration specialist, at least two of those recommended be interviewed first and that the county could receive a : 50 percent technical-assistant grant to help pay for the study, thojgh it may be next fall before funds, "if any," are available. To qualify for the grant. Martin ^ wrote, "the interview procedure is required and a consultant cannot be hired before the time the grant is awarded." "This route would effec tively put 'on hold' any immediate action on the needs of the Court house," he added. He said one specialist should be chosen as soon as possible. Facility Fee Funds could be used to pay the entire cost of the consultant, he added. The commissioners also adopted motions authorizing purchase for S2.65I a new mailing machine for use of county offices; and to w rite a letter to the chairman of the County Board of Education saying the commissioners are ready and will ing to visit schools to see the needs, for budget consideration. The commissioners were told they need to consider adopting in the near future a policy of Reduc es' tion in Force for the county government. This would be a guide for discharging people in event such action is necessary for finan cial reasons. A committee of county staff people is to draw up a proposed policy in the next two months. I would say that with the reduction in manpower and equipment that the crew docs a tine job here in the county. I do hope that it doesn't snow much because . it will take more time to effrar the roads. Rt. 2, Peni 4-H Public Speaking Workshop Planned For Feb. 23 The Hoke County 4-H Program is sponsoring a 4-H Public Speak_ ing Workshop on February 23 at 7 p.m. at the Lester Building on South Magnolia Street in Raeford. The workshop is open to all youth 9-19 years old. Basics will be covered. One of the purposes of the workshop is to prepare youth who are interested in entering the 4-H Public Speaking Contest on March 30. Speeches may be on any subject and should be no less than three minutes and no more than seven minutes long. A junior and senior county winner will be selected and will receive a S10 scholarship to be used for any 4-H event, such as camp. Congress, retreats, etc. All parti cipants will receive ribbons and certificates. Youth may register for the workshop by calling 875-2162. Conoly has served as treasurer of the Hoke County Chapter of the North Carolina Heart Association and of the Hoke County Chapter of the National Foundation March of Dimes. He is treasurer of the Woodmen of the World Camp 1 1 8 and Ranger Unit 1305 and is a member of the Raeford and 401 Hunt Clubs. Conoly is treasurer and a menv ber of the Board of Deacons ol Raeford Presbyterian Church. He served 9'/i years in the National Guard and is a former chairman of Group 7.
