LAW For Laypersons You do not have to obtain a . protective order under North Caro ' lina's Domestic Violence Act in order to receive protection. A person who alleges that he or she is a victim of domestic violence should be provided with some type of protection even before a pro tective order is issued, and so North Carolina's General Statutes provide that a law enforcement agency must respond to a request for assistance by a domestic violence victim as soon as practical. If, however, the agency receives multiple complaints made within a forty-eight hour period from the same victim, the law enforcement agency need not respond if it has reason to believe that immediate assistance is not needed. A law enforcement officer who responds to a call for help by a domestic violence victim is na turally authorized to take whatever > steps are reasonably necessary to protect the victim from harm, but what else should the officer do? Should the officer take the victim to the hospital or to the home of parents or friends? How far should a law enforcement officer go before he or she is meddling in the family's affairs? General Statutes ? SOB-5 says that the officer is authorized to advise the victim of sources of | shelter, medical care, counseling and other services. If the victim requests, the law enforcement of ficer may transport the victim to appropriate facilities such as hos pitals, magistrate's office, or public oyjrivate facilities for shelter. The officer may accompany the victim to his or her residence, within the jurisdiction in which the request for assistance was made, so that the victim may remove food, clothing, . medication and other such personal ' property as is reasonably necessary to enable the victim and any minor children in the care of the victim to remain elsewhere pending further proceedings. " "Things That Matter" by Lucien Coleman > WHERE DID WE GET VALENTINE'S DAY? Valentine's Day was quite an occasion when I was in grade school. Back then, you could buy a big package of valentines for about a quarter, enough for everyone in your room at school. I remember going through the pile of valentines very carefully, ) selecting just the right card for each person. What a bold thing I thought it was to present a valen tine with the forthright caption, "I LOVE YOU," to the pretty blue eyed girl who sat in the desk next to mine. It was a popularity contest, of sorts. The best liked kids in class always went home with a big batch of valentines. Some got only one or I two. Your position in our grade " school caste system could pretty well be determined when the valentines were handed out. Where did all this business get started, anyway? What makes Feb ruary 14 such a special occasion? Almost anybody can tell you that Valentine's Day was named for a saint. The question is, which saint? . Would you believe there are no ' fewer than seven St. Valentines listed in official records of the ? church? Actually, none of these had anything to do with starting the celebration we know as St. Valen tine's Day. Some historians think it grew out of an ancient Roman festival called the Lupercalia. a carnival held on February 15. . However it got started, the r celebration has been around for a long time. Back in the 18th century people believed that the first person of the opposite sex that one met on Valentine's Day would be one's "valentine" for the coming year, and perhaps for life. In 1754, one young maiden wrote. "I lay abed and shut my eyes all the morning till he came to our house, for I would not have seen another man ^before him for all the world." The young folks would hold a lottery on St. Valentine's Eve. The names of the girls would be put into a box and drawn out by young men.
