GERRYMANDERING ...
Thinking back over the changing
of the State Senate, the N.C.
House of Representatives and
the U.S. House of Representatives,
it appears more like the "Ger
rymandering" when the word was
brought into being back in 1812
than ever before. I
It appears that the high courts
have ordered it to make sure that
the black race may have an oppor
tunity to send a representative to
Washington and more to the State
Legislature.
According to the Compton
Yearbook, "Gerrymander" got its
name in this way:
"In 1812 the Democratic
Republican party was in power in
Massachusetts but could not hope :
to obtain control in the ap
proaching elections. To save
something for the party Gov.
Elbridge signed a reapportionment
bill constructing at least one elec
tion district of exceptional un
fairness. An exasperated Federalist
editor hung a map showing this
district over his desk.
"Gilbert Stuart, the painter,
noticed monstrosity one day and &
added head, wings, and claws, ex- ?
claiming, "This will do for a
salamander." "Better say Ger
rymander," growled the editor.
The name for this political trick
subsequently passed into common
use.
"The 'gerrymandered' district
may be a city ward, a legislative
district or a congressional district.
The purpose is to pack hostile ma
jorities into two or three districts,
leaving the rest "safe" for the
party in power and thus giving it a
larger number of representatives .

From the way that the General
Assembly has found it necessary to
"gerrymander" this year it would
appear that "gerrymandering" has
arrived again if it were ever
overlooked!
HISTORIC TRIALS. ..We have
read through the newspapers and f)
watched over TV the two long
drawn out trials of the year that
will long be remembered in
history.
The trial of Wayne Williams of
Georgia, who was found guilty of
two murders for which he was
tried; and several others in the
Atlanta community for which he
was not tried.
Up north in Yankee land, a long
trial was held in Newport, Rhode
Island, which lasted nine weeks in *
which Claus Von Bulow, age 59,
was found guilty of attempting
twice to kill his wealthy wife,
Martha "Sunny" Von Bulow by
injecting her with insulin, from
which she is not expected to
recover.
Both the Williams and the Von
Bulow trials will long be
remembered as is the Lindberg kid
napping and murder of the 1930's. |
Also, the Scopes trial in Dayton,
Tennessee which brought out a
battery of great lawyers and
statesmen in July, 1925 such as
Clarence Darrow, the great
criminal lawyer of Chicago,
William Jennings Bryan, three
times the Democratic presidential
nominee, his son and several other
lawyers of note.
Scopes was charged and found
guilty of teaching the theory of i
evolution and fined $1 00.00.
FIVE CENTS TAX?. ..The
Moore County Board of County
Commissioners and the Board of
Education and the Washington
County Board of Education have
endorsed and suggested to the
State Treasurer Harlon Boyles and
State Supt. of Public Instruction
Craig Phillips for an extra sales tax
which will bring the sales tax up to )
five cents in the counties.
The proposed disposition of the
tax would be 40 percent for public
school facilities, 20 percent for
clean water facilities; and 40 per
cent for the cities and towns.
CUTTING PAY-CHECKS ...
U.S. Senator Jesse Helms is
reported to have decided to press
for a 5 percent salary cut for
members of Congress and top
ranking Federal workers, accor
ding to reliable sources, '
We say: "Amen, Jesse." In this
comumn we have suggested that
President Reagan and all Federal
workers making over $25,000 be
cut 10 percent and those making
more than SI2,000 be cut five per
cent, and that State employees
throughout the nation be treated
the same by the State governments.
If this was done there would be
more applauds than just cutting )
the welfare people.
