North Carolina's law requiring
its State drivers to be responsible
for placing their children in a
restriant system in their car will
become effective July 1, 1982. It
will apply to all licensed North
Carolina drivers who are operating
their own motor vehicle or family
purpose vehicle and who have as
passengers in their own cars
children who are two years old or
younger. The restraint used by
North Carolina drivers must be
one that is approved by the North
Carolina Commission of Motor
Vehicles.
There are several instances when
the act does not apply. For exam
ple, if the child is not occupying a
position where seat safety belts are
required by federal law, there will
be no need to place the child in a
safety restraint system. In addi
tion, if the child is one year or
older and is secured by a safety belt
already installed in the car, the act
will also not apply. If the vehicle is
registered in another state or if the
vehicle is an ambulance or an
emergency vehicle, the act will
again not apply. Finally, if the
child's personal needs are being
met or if all positions equipped
with passenger restraint systems or
safety belts are occupied, the act
will also not apply.

warning ticket to be issued from
July 1, 1982 until June 30, 1984.
From July 1, 1984 until June 30,
1985, a fine of S10 will be levied
against violators, but a violation
will not be accompanied by the
assessment of insurance points.
When June 30 of 1985 rolls
around, it will be interesting to see '
whether North Carolinians have
complied willingly with this new
act and whether the act is effective
in doing what our legislators hoped
it would do; reducing death and in
jury to children in car accidents.

LIFE INSURANCE
After graduation from college
there are several decisions to be
made. And one might have to do
with life insurance. For example.
does a recent graduate need life
insurance? After all, the main
purpose is to give protection to
those who would suffer financially
by your death.
And if you're a typical graduate. '
that is an unmarried person start
ing your first job, your death
probably would not have a major
financial impact.
However, if you're less typical,
that is matTied with children, or
helping with dependent parents,
the picture becomes more compli
cated. Life insurance may be the
only way to protect those depen
dents. There are two other reasons i
why a graduating senior may need
life insurance. One is to pay funeral
expenses. The other is guaranteed
insurability -- a clause that allows
you to buy insurance in the future,
even if you become uninsurable due
to a health problem.
TRAVEL LIGHT
There's no doubt about it.
Traveling light is the best way to
go. And among those worry-free
packing hints are these: Choose
easy-care, wrinkle resistant sepa
rates that can be mixed and
matched so that a few garments can
add up to several looks. Then use
accessories to dress up or dress
down an outfit. Take along deter
gent or soap for quick washbasin
laundering. Keep in mind a spot
remover can help you take care of
accidental spots and stains almost
right away. Here's another tip.
Instead of carrying heavy bottles
and jars of toiletries and cosmetics,
transfer needed amounts into
small, reusable plastic containers.
As you pack, place shoes and heavy
items against suitcase hinges so
they are less likely to sink and crush
delicates.
And cushion any breakable
items. Fold your garments smooth
ly to help prevent wrinkling. And
use your available space wisely by

as stockings and underwear. If you
make a checklist in advance, it will
help you in planning what you need
to take and it can keep you from
forgetting to pack something im
portant.

and energy waste.
