Turn-around cycle is 21 days, unless there is a malfunction of the reproductive organs, so watch for signs within three weeks. Eighteen months is old for a first heat. If this is your first kitten and you're inexperi enced in detecting fertile periods, you may have missed your pet's first heat cycle because evidence of her being in heat was not strong. Consequently, after finding that water would be difficult to buy. Upchurch added, the investigators went looking for alternatives. The cost of building the project cons quently will be higher because of the need to add the facilities. Upchurch said the cost of the treatment system alone will be about $230,000. The water systems were dis cussed at a public hearing on the pre-application of the county for the federal Community Develop ment block grant. SCHOOL REQUEST In other business during the meeting, the commissioners' regu lar mid-month session, the com missioners adopted a motion to deny the Hoke County Board of Education request for 520,230 additional for the school system's 1982-83 budget. The money was wanted so the school system would continue keeping students free of paying fees. The school board had made the request at the commis sioners' July 6 meeting, and the commissioners had tabled action pending their studying line items of the school budget. FOUR-LA NING U.S. 401 The commissioners adopted a resolution requesting the State Board of Transportation restore to the state roads program for 1983 the proposed four-laning of U.S. 401 north bypass from a point east of the Raeford city limits eastward to the Cumberland County line. The Resolution will be presented by a county commissioner to the stale board av.*the public hearing July 29 near Troy for the highway Division 8 counties, which include Hoke. Raeford Mayor John K. McNeill. Jr.. is to present a similar request to the state board at the meeting on behalf of the City ot Raeford. The county commissioners' reso lution suggests that, since only four of the 10.8 miles of the project are in Cumberland County, eliminat ing the Cumberland section would cut above S4 million to S5 million from the cost of the project, which has been estimated at S14.5 mil lion. (Last year. Cumberland County commissioners criticized the high priority given to the four-laning proposal for U.S. 401). The Hoke commissioners' resolu tion pointed to the shortage of state funds for highway improvements, in offering the suggestion of cutting the length of the project. Paid by Candidate The four-laning project has been dropped by the state board from the State Transportation Improve ment Program. The purpose of the July 29 hearing is to obtain from the public recommendations for updating TIP. It is one of a series of meetings that has been scheduled through out the state. MENTAL PATIENTS The commissioners adopted a motion endorsing a Sandhills (men tal health) Center resolution calling for transferring from the Dorothea Dix State Hospital at Raleigh to area treatment facilities mental patients no longer needing long hospitalization. The resolution, submitted by the Sandhills Center Area Board, com mits the center's resources to the deinstitutionalization process for patients "so long as the State provides sufficient funds to cover all costs associated with deinstitu tionalizing individuals in the state hospital." The commissioners endorsed the resolution but with the provision that the county would not be liable for expenses should state help be discontinued. Dr. Steven Dingfelder. area di rector of the Center, told the commissioners the deinstitutional ization program is expected to save the state about $9.5 million per year besides being beneficial to the patients, and out of the savings would pay for the upgrading of the county programs. He said the county commis sioners of Anson and Moore had endorsed the resolution. Richmond and Montgomery are the other counties in the Center's area. The endorsements of the boards of the counties are being submitted to Dr. Sarah Morrow, secretary of the State Department of Human Resources. Dingfelder said the state depart ment is studying the possibility of transferring to McCain Hospital 1 1 1 Dix patients found qualified for one of the new programs. Use of pan of the hospital, now devoted exclusively to the treatment and care of patients with tuberculosis and other lung diseases, has beer requested by the Center of the state department.
