He will, of course, have to resign his seat if he is elected to the General Assembly in November, and a replacement selected to serve the unexpired portion of his term on the Board of County Commissioners. If he wins in November, he will be the first state representative elected from Hoke County in 10 years. The last was Neill McFadyen of Raeford. The district-wide tallies for the other candidates in Tuesday's run off for the House seats were: incumbent State Rep. William C. Gay, who was trying for his second term, 4,592 votes; V. Louise San derson, 3,541; and J.T. (Tommy) Wellington, 5,794. Of the two other House ijicum bent, David Parnell won the Demo cratic nomination to the State Senate, defeating incumbent Sam Noble in the June 29 primary; and Horace Locklear did not run for renomination. In the Hoke County voting, the House candidates finished like this behind DeVane: Hasty, 1,321; Locks, 1,301; Sanderson, 519; Wellington, 526; and Gay, 699. In the statewide Democratic runoffs for the State Court of Appeals, Hoke County's majority went with apparent winner and the leader. The Hoke tallies were: 2,284 for Eugene H. (Gene); Phillips, and 767 for H. Horton Rountree in one of the contests; and 1,713 for Sidney S. Eagles, Jr., and 1,283 for Paul Wright in the other. With 1,640 of the state's 2,357 precincts reporting, the unofficial count shows Phillips, with 141,508 votes, the apparent winner over Rountree, who drew 52,288. This also amounts to election for Phillips, since no Republican has filed for the general election. In the other contest, the state wide returns show Eagles with 106,081 to Wright's 87,834, but the results at that point were indeci sive. The winner will face Republi can Betty Pearce in the November election. Hoke County's voter turnout was higher than expected: about 36 percent of the 8,260 registered Democrats cast ballots in the county commissioners' runoff. The June 29 primary drew about 52 percent of the Democratic registra tion to the polls. In the June primary, Bratcher finished second behind Balfour'and was only two votes short of gaining a clear majority, which would have made him immune for a runoff. He requested a recount by the county Board of Elections but the board denied it on grounds he didn't present evidence of error in the tabulation. Bratcher got 2,032 and Balfour 2,215. Hunt finished third in the June primary with 1,725, Mrs. Riley fourth with 1,549. Howell received 1,457, placing fifth. The results gave Mrs. Riley and Howell the right to call for a runoff. The other candidates in the June 29 field and their tallies were: Edward G. Lumbley, 36; Wesley G. Miller, 126; James (Jimmy) Plummer, 1,339; Julius Vanner, 859; and Wendell S. Young, 859. The other incumbent county commissioners, Neil McPhatter, was reelected in 1980 to a four-year term; consequently his seat is not open for election this year. DeVane said Wednesday morn ing he was "tickled to death" over the results of the voting and expressed his appreciation particu larly to the voters of his home county for their solid support but also to the voters of Scotland and Robeson counties who backed him at the polls. Among the county commis sioners' nominees, Bratcher is run ning for his first public office. Hoke County Superior Court Clerk Juanita Edmund and County Coroner Frank Crumpler are run ning for reelection this year also but were unopposed for the Democratic nomination and have no opposition in the November election. Mary Priest. 80 Employed In Program The Hoke County Board of Education again this summer directs the CETA summer youth employment program. This year a federal funding program of S85,000-plus is helping 80 Hoke County youths ages 14-21. This program runs seven weeks, seven hours a day for five days. They are paid the federal minimum wage of $3.35 per hour. The main purpose of the money is for the student to be able to return to school in the fall and to be able to fund some of his/her own bills. These young people work in non-profit agencies in Hoke County. Some agencies include: Parks and Recreation (playground and Armory Park), Sandhills Youth Center, McCain Hospital, Raeford - Hoke County Chamber of Commerce, Hoke County office, Public Library, Social Services and area schools. Jobs include: recrea tional aides, secretarial jobs, main tenance, mechanic aids, audio visual aides, and painters. The objectives of this program consist mainly in giving these youth some marketable skills and an idea of the world of work, to be accountable for their actions, time and responsibility to others. Of the participants, 42 attend a vocational class every Monday. This class deals with learning how to fill out job applications, taking field trips, how to go about looking for a job, seeking employment in classified ads, and how to conduct themselves on a job interview. The last day of employment will be August 6. ESC Recovers Overpayments The North Carolina Employment Security Commission (ESC) re covered a total of S477.891.82 in unemployment insurance overpay ments during the two month period, May and June 1982, ac cording to figures released today by the commission. Ron Hawks, chief of the Benefit Program Control Unit, announced that "we are now in a position to provide data on overpayments and recoveries in dollar amounts on a county-by-county basis. This in formation will be useful parti cularly for ESC managers and fraud investigators. With this data they can identify those areas which most effectively control the im proper payment of benefits to which individuals are not legally entitled." In the past two months, the unit investigated 1,157 persons who have claimed or currently are claiming unemployment insurance benefits. The investigations showed 694 (60 percent) were overpaid S203.955.06. The commission classified 293 cases as fraud and 401 as non-fraud. Fraud cases are classified as such when a claimant is proved to have knowingly made a false statement on a claim which resulted in over-payments. Non fraud overpayments result gen erally from unintentional filing errors with which fraudulent intent cannot be associated.
