The following September, he adds, the hours were changed to a half hour earlier each day, which amounts to six per cent less operating time but which means that the workers were picking up at least six per cent more trash. Leach says he feels this would justify a six per cent increase in addition to the 4.33 per cent inflation increase tarrived at earlier. Leach, referring to a letter he received from Matthews, on July 16 refers an accident which occurred at what the radio station said was 4:25 p.m. (Five minutes earlier than landfill closing time that weekday), in which the landfill Rate was damaged, reportedly by a vehicle which crashed into it in the driver's effort to get into the landfill. Leach says he feels he should not ? be responsible for damages done to the gate. "In order to avoid further ex pense and embarrassment to the county and possibly someone get ting killed." Leach continues, "a sign should be posted, 'Road Closed', during the hours in which the landfill is closed." In other business, the com missioners decided not to vote a ^donation at this time to the historic Mill Prong House for preservation and restoration work. They approved a fee schedule for child support enforcement services for clients who are not in the program of Aid to Families With Dependent Children, which is ad ministered by the Hoke County Department of Social Services. Lynn Maxwell and Jane Johnson were appointed to the Board of Trustees of the Stonewall Com munity Building. Appointments to the Hoke County Parks and Recreation Com mission were delayed to the com missioners' September 7 meeting. The commissioners voted to change the meeting to that because the standard meeting date -- the first Monday of the month - is Labor Day this year. The commissioners then must consider the appointment of a new commission chairman, because Cecil Bond is being transferred by Burlington Industries to the com pany's Clarksville, Va., plant, from this position of Raeford plant manager. Tht commissioners voted to ac cept a state Community-Based Alternatives grant of 511,087 for the Alternate Learning Center at J.W. Turlington School. The spe cial class at Turlington is for children with behaviour problems which interfere with their learning in regular classes. Oleta Lopez, present secretary to the commissioners' board and to the county manager, was appointed deputy clerk to the board.
