Guns, Jewelry, Clothes Stolen
Thieves got about $2,500 worth
of property from one Raeford home
and about $2,780 worth from
another in break-ins December 2,
Police Chief Leonard Wiggins
reported.
He said Karen Deaton, 703
Green St . , reported someone took a
camera, camera equipment, a shot
gun and three pistols from her
home. The value totals about
$2,500, she reported.
Jonathan Rogers, 513 W. Sixth
Ave., reported someone stole
jewelry, a Polaroid camera, and a
radio.
Other complaints reported to the
Police Department follow.
Someone stole a pair of men's
pants worth $8.99 from Family
Dollar Saturday.
Karen Lynn Riley of Raeford
reported someone broke a window
of her pickup truck Saturday while
the truck was parked in the lot near
the A&P in Edenborough Shopping
Center.
Someone broke a window and
doors in a Hoke County High
School building Sunday. The in
truder or intruders broke into the
building and forced open the back
door of the basketball room and the
front door of the wrestling room
but stole nothing.
M.L. Crowley, 307 E. Donaldson
Ave., reported December 1 some
one searched three cars in his
carport, removed the floor mats
from one and left them on bicycles
at the carport, and stole the control
knobs from a car radio.
The window that was broken is in
the basketball room.
The following were reported to
the Hoke County Sheriff" s De
partment.
A Go-Kart valued at $50 was
taken November 28 or 29 from a
shed on the property of William
Gardner, Rt. 1, Red Springs, and
was found later, concealed with cut
tree branches, behind a tree near
by.
Shirley Cox, Rt. 1, Raeford,
reported someone stole $535 worth
of property from her storage room.
The articles were two window fans,
a coffee table, two end tables, a
small book case, a tape player, and
clothing. She said she was keeping
them foj- a yard sale.
A baler owned by Teddy Medlin
of West End was stolen between
November 30 and December 4 near
Ashley Heights on Ft. Bragg land
where Medlin had been collecting
pine straw. The baler was found
later on N.C. 21 1 a half mile west of
Ashley Heights with its left tire flat
and another tire and rim mangled.
A roll of baling wire worth about
S38 also was stolen.
Kay Carson Kelley of Rt. 2,
Raeford, reported someone broke
into her trailer on Cumberland'
Road but that nothing was taken.
Jerlean McLaughlin, Rt. 3. Rae
ford, West Hoke Trailer park,
reported someone broke into her
residence and stole a hair dryer, a
ring, and a Polaroid camera,
valued at S1S1 altogether.
Someone broke into the Louis
Ellerbee Pool Room, Rt. 1, Shan
non, December 2 and stole S30 in
coins from a cash box.
The Yard Sale on Rt. 1, Aber
deen, was broken into December 1
or 2 and roller skates, a chain saw,
and telephones valued at S2.119
were stolen.
Someone broke into the Stephen
L. Matthews Store, Rt. 1, Aber
deen, Camp Mackall Road, De
cember 1 or 2 but didn't , get
anything.
The Raymond W. Parks Store on
Rt. 1 , Aberdeen was the object of a

Rex Carpenter also told the council
that the new plant his firm is con
structing off of Stewart Street will
not put production waste products
into the sewer system.
"We want to treat all manufac
turing companies fairly," Coun
cilman Bob Gentry said.
The overall effect of the move
would have to be studied before
the council should take action,
Gentry said.
If the requests are granted, every
industry in Raeford would be seek
ing similar relief, Matthews said.
Faberge can prove that they
place only 10,000 gallons of the
80,000 gallons of water they use
back in the sewer system, Mat
thews said.
"They asked for relief, and it
was denied," he added.
The House of Raeford has
similar claims, Matthews said.
The council is expected to take
action on the matter during the
January 10 meeting.
Meter Running
In a related matter, Matthews
noted that the city sewer plant is
coming close to meeting federal
and state discharge guidelines, and
that all but one industry are
meeting pre-treatment standards.
Recently Faberge completed
work on its new pre-treatment
facility and is now meeting the
discharge guidelines, Matthews
said.
However, the motor is still tick
ing on the House of Raeford, he
added.
The turkey processing firm has
accumulated fines of more than
$25,000 for failing to comply with
pre-treatment standards, the city
manager said.
Council members have given the
House of Raeford until January 1,
to meet the compliance standards
or the accumulated fines will be
assessed.
The fines are being charged at
$5,000 per month, but if the turkey
plant takes steps to correct the pro
blem, then the assessments could
be forgiven.
If Raeford does not meet its
discharge requirements into
Rockfish Creek, the state could
also fine the city up to $10,000 per
day.
That fine would also be passed
on to the House of Raeford, city
officials have said.
"The city treatment plant is get
ting closer, but the House of
Raeford can't be in compliance by
January," Mayor John K. McNeill
said.
Street Plan Started
In another matter, the council
commissioned a Lumberton
engineering firm to conduct .a
survey of the city's streets, curbs,
gutters and sidewalks and to
develop a three-year improvement
plan.
The plan would put the city in a
position to qualify for new federal
street improvement programs now
being considered by the U.S. Con
gress, Koonce, Noble and
Associates Inc. representative Skip
Green said.
The city can also use the plan in
applying state funds provided
through the Powell Bill, Green
added.
Fees for the engineering work
will be taken out of federal or state
repair money, Green added.
The council also took action on
these matters during the regular
monthly meeting.
?Reaffirmed the spending of
$10,000 in revenue sharing funds
to purchase a van for the county
Parks and Recreation Department.
The van will be used to provide ser
vices for senior citizens and was
budgeted by the city two years ago,
Recreation Department spokes
man Walter Blue said.
?Approved for entry into the
meeting's minutes a history of
volunteer fire fighting in the coun
ty. The history was compiled by
Robert Gathn for Fire Prevention
Week and will be preserved with
the city records.
? OK'd community projects pro
posed by Scouts Tom and Jim
McFadyen. The projects will in
volve improving city streets signs
and establishing a "Welcome to
Raeford" sign on N.C. 211.

Railey told the city officials that
adding a single channel carries a
"tremendous expense" -- about
$232,000 for microwave equipment
alone. He also said that a problem
for adding exists with the Federal
Communications Commission
regulation requiring a cable TV
system to carry some specific
program channels, basftd on the
commercial television stations serv
ing a community's area. Raeford,
he pointed out, is within range of at
least two TV stations. Railey said,
however, efforts would be made to
work out a way to resolve the
difficulties.
Another question regarding
duplication of programs con
cerned, two educational channels.
Railey replied that one institution
could be approached about with
drawal but that dropping an edu
cational channel would be very
difficult.
Regarding corrections, he said
one problem has been cleared by
having one employee to receive the
subscribers' telephone calls at the
office while the other was at lunch.
Formerly, one complaint was both
employees took lunch at the same
time.
He also said after-hours calls at
night from subscribers needing
repair service (when the cable TV
picture went off, for example) are
supposed to be checked, and that
the company has two service num
bers tor subscribers to call.
Matthews suggested that the
company run notices in the news
paper advising subscribers of what
number to call between 8 a.m. and
5 p.m., and what to call after 5
p.m. when they experience tech
nical difficulties.
