Students from Vpchurch Junior High and Hoke
High School participated in an arts contest spon
sored and judged by the Raeford Junior Woman 's
Club and the Raeford Woman 's Club. Members are
inspecting some of the entries shown here. Students
presented drawings, crochet, sewing, knitting,
poetry, prose, speeches, drama and music to the

Three Revenue Sources Eyed
For Restoring Hoke Schools

Three "possible sources" of
revenues that could be used for the
construction of at least two new
Hoke County schools were discuss
ed Tuesday night during a meeting
of the 20-member citizens commit
tee appointed to study the
facilities.
A local bond issue, monies from
the newly adopted local one-half
cent sales tax and funds available
through a state "literary fund,"
were kicked around as ways of
funding the school construction
projects.
"We really don't have that
many alternatives," Hoke School
Superintendent Robert Nelson
said.
Under the one-half cent sales tax
allotment, "at least" 40"7o of the
total funding will be earmarked for
the Hoke schools, Nelson said.
Projections show that the school
system could receive $99,400 for
the 1983-84 year.
"I think those figures might be a
little high," Hoke County
Manager James Martin said,
noting that "those figures
assume" that 85 counties are par

"I have never even been to a
hospital," she added.
Presently she has 31 grand
children, 90 great-grandchildren,
S8 great, great grandchildren and
two great, great, great grand
children.
Although she is "not able to get
around" like she once did, she is
still able to move with the help of a
cane and can fix her meals "if
necessary."

Martin also told the committee
that the county commissioners
"could approve" the total one
half cent allocation to the school
system.
"It is legal for them to do that. 1
cannot say that they will," Martin
said.
Even if the commissioners turn
ed over the one-half cent revenues,
the schools would be "millions of
dollars" short of constructing two
new schools, Nelson said.
"It would be a beginning," he
added.
Calling for a local bond issue
was also discussed during the near
ly two-hour "information
gathering" session.
A local bond issue would require
a majority vote from the
"registered voting public," Nelson
said.
"I just do not think residents
will vote for a $15 or $20 million
bond issue," Nelson said.
The county's present tax rate is
$.70 per $100 value.
A $12 million bond issue plus
total revenues from the one-half
cent sales tax could raise county
taxes by $.60 or to $1.30 per $100
value, Martin said.
"We are probably not financial
ly strong enough to bear a $15 or
$20 million burden," Nelson said.
"It is not going to happen. I
don't think it would ever pass," he
added.
In 1974, Hoke County passed a
$1,250,000 bond issue "by a hand
ful of votes," but only used some
$350,000 of the bond monies, ac
cording to School Finance Officer
Don Steed.
The $350,000 was used to con
struct new buildings at Hoke High,
Scurlock and West Hoke, Steed
said.
"The other bond monies were
never used up. They finally ex
pired," he added.
"It was an unusual situation,"
Nelson said.
Another source of revenue that
was briefly discussed, called for
the use of state literary monies
designed for school construction.
Nelson, who checked into the
literary fund balance, found a
principal of $400,000.

"I have been on this earth a long
time by the grace of God," Ben
tion said.
"I thank him every day for my
good life," she added.
Bention is a member of the
Bowmore Holy Tabernacle Church
of Raeford and has been "saved
for 65 years."
For the past 18 years Bention
has lived in Robeson County with
members of her family.
"1 have some good memories of
Hoke County," Bention said.
"It was a small community so
we did not see as much racism. It
was not noticed as much," Bention
said.
"People were nice there," she
added.
With 107 years behind her, Ben
tion said the only advice she could
give those growing up today is to
"appreciate" a little more.
"Things come too easy now. It
isn't appreciated like it used to
be," Bention said.
