Man sentenced to 60 days in jail for bad checks A Racford man was sentenced to 60 days in jail after pleading guilty Friday in Hoke County District Court to six worthless check charges, court records show. In addition to the jail term, ' Nigel K. Baldwin received a 12-month suspended sentence with three years of "special supervised probation," according to a ruling issued by District Court Judge Warren Pate. Court records show that Baldwin was charged with writing "worthless checks" totaling $211.64 to six local merchants. Pate also instructed the defen i dant to pay a $300 fine, court cost and restitution to the merchants. Baldwin will serve his 60-day sentence under the direction of his probation officer, records show. In unrelated cases, a 20-year-old Raeford man was given a six month suspended sentence after pleading guilty to larceny. I Alfonzo Buie, who was charged with taking a $4 pair of sunglasses from Pope's Variety, was also placed under a year's unsupervised probation. The defendant was also ordered to pay a $100 fine and court cost in the action. ' Olivia Mclntyre Jones of Route 1 Raeford was also given a six month suspended sentence on larceny charges. Jones plead guilty to "stealing $4.99 in property from Pope's Variety Store." Pate also placed the defendant under a year's unsupervised proba tion and ordered her to pay a $100 fine and court cost in the action. In further action, two Hoke residents and one out-of-towner plead guilty to driving while im paired charges (DWI). I Paul Waters of Maxton received a 10-day sentence that he must serve at the Hoke County Jail over the next Ave weekends, according to a ruling by Pate. In addition, Waters, who was also charged with driving without an operator's license, was given a one-year suspended sentence with two years of "special supervised probation." The defendant was ordered to pay a $300 fine, participate in a prescribed treatment program and "not operate a motor vehicle until licensed to do so." The DWI conviction was Water's second, records show. Jessie Johnson of Saunders Street received a 90-day suspended sentence after pleading guilty to her first DWI charge in court last week. Pate ordered the defendant to perform 48-hours of community service work within 60 days, sur render her operator's license and pay a $150 fine and court cost. Weidone McCoy of the North Raeford Trailer Park received a 60-day suspended sentence with one year of unsupervised proba tion after pleading guilty to her first DWI charge. Pate instructed the defendant to pay a $100 fine and court cost, enroll and complete the alcohol and drug abuse school within 90 days and perform 24-hours of community service work within 30 days. In addition, the judge ordered the defendant to surrender her driver's license but granted her a limited driving permit. In further court business, Mark Stephen Thompson of Moore Street plead guilty to driving at a speed greater than was posted and received a prayer for judgement upon payment of the court cost. John Daniel Wilkes of Green Street plead guilty to a stop sign violation and was given a prayer for judgement upon payment of the court cost. ... Lumbee River co-op rate hike delayed Lumbee River EMC members will not receive a scheduled retail rate increase according to general manager Ronnie Hunt. A settlement has been reached, according to Hunt, between CP&L and N.C. Electric Membership Corporation (NCEMC). In the agreement, the scheduled wholesale rate increase for April will not be implemented by CP&L if the wholesale buyers do not con test the wholesale rate increase levied last November. In the original request said Hunt, CP&L filed for a 24<7o wholesale rate increase to be effec tive in two phases. A 13^o increase was passed to Lumbee River EMC on November 27, and the remainder was to be passed to Lumbee River EMC on April 27. Cooperative members received a retail rate increase averaging 6 on bills after January 10. "We don't foresee another rate increase until April 1985," said Hunt. "However, because NCEMC is now serving as our cen tral power agency, any wholesale increase initiated by CP&L, Duke, or VEPCO will affect us." NCEMC, the EMC's state organization, became the wholesale power agency for the 28 North Carolina cooperatives on November 1, 1983. The state organization negotiates rates with investor owned utilities that generate the power the North Carolina EMCs buy and resell to members. NCEMC is also responsible says Hunt, for the EMCs' investment in the Catawba Nuclear Plant in York, South Carolina. It is NCEMC that now bills Lumbee River EMC for the power it pur chases to resell. "The purpose of the arrange ment," said Hunt, "is to get all the wholesale rates the cooperatives are paying consistent. Before the arrangement, each investor-owned utility had a different rate for its wholesale buyers." Hunt said that any increases from the power suppliers before April, 1985, will be reflected as a wholesale power cost adjustment. Lumbee River EMC serves ap proximately 22,000 electric service accounts in Robeson, Scotland, Hoke, and Cumberland counties.
