Lost control When investigating officers arrived on the scene last Thursday, the driver of this car was making her own way to Cape Fear Valley Hospital. The article last week on the Society page about "Share Your Christmas", sponsored by the Raeford Womlh's Club, didn't catch my eye as I went through the paper. Anyway on Monday. as I was eating lunch at a l?pcal .^restaurant, Mrs, J.M. Andr'evts. wanted to know if I would take her check for the fund and turn it in to the paper. I was glad to assist Mrs. Andrews and also glad to get the generous donation to the fund. The fund is for the needy families of Hoke County and the Woman's Club is looking after the collection of funds and seeing that it is used to the best interest of the needy. If you don't want any sweets, a dona tion will be accepted. * ? * Every year at Christmastime, there are people in the shopping center parking lots just waiting for you to put packages in your car and then go on to do more shop ping. Your money comes too hard, to let a thief steal your Christmas presents. * * t Recently I found a scrap book on my desk that was brought to the office by James Plummer. The book belonged to his brother, the late J.H. Plummer Jr. and it was about the Class of 1933 at Raeford High School. The book was entitled "Memories" and this was written across the first page. Biggers, Ralph Wallace, L.R. Warriner and Mrs. Ina Bethune. I don't know if this was the entire faculty or just J.P.'s teachers. There couldn't have been many other teachers at that time. All of these teachers taught me that year in the ninth grade. A page showed the grade mother, Mrs. W.M. Fairly. She was the wife of the Presbyterian preacher. There was also a page and pictures of the mascots, Marie Cameron and Johnnie Walker Jr. "A number of pages gave a short sketch of all the faculty members. ..Then the 38 members of the class were listed and a ^tjj^^^ite-up of the write-up. 1 had to read about each teacher and student and it brought back fond memories. This book is on my desk at the office and if anyone would like to see it, just come by and take a look. , . The Snows had written a letter asking the commission the results of a previous zoning study. Added in the letter was a plea to take action to begin the zoning. "We feel that we need to act now in order that Hoke County can develop through planning rather than be managed by crisis," the Snows' letter said. "We want to protect our proper ty value and see positive growth in Hoke County." said Marcia Snow. The Snows live up Highway 21 1 about three miles out of Raeford. At the beginning of the 9 a.m. meeting, John Balfour was re elected as Chairman of the Hoke Board of Commissioners. Leadership changes Balfour announced after the vote that this year would be his last as Commission Chairman. Balfour has been on the board since 1964 and has been Chairman since 1976. Just before the vote, James Albert Hunt announced that he was stepping down as Commission Vice-Chairman. Hunt cited "financial and fami ly problems" as the basis for his resignation. The move by Hunt opened the door for a new Vice-Chairman and it was decided by the Board that the Rev. Neil McPhatter was to be it. McPhatter came to the County Commission in 1976. James Hunt nominated McPhat ter for the position. Armory use nixed In another motion, the com missioners voted to discontinue private use of the old National Guard Armory uuul a recommen dation is received from the County Grounds and Buildings Commit tee. According to a letter from Hoke Emergency Medical Services (EMS) Director William T. Niven, a private party held at the armory on November 21 greatly inter rupted the functioning of the coun ty EMS employees. Lights, radios, telephones and heat was altered due to people tampering with circuit breakers during the party, the letter said. Passage ways to EMS rest rooms were blocked off. Passes were made at two female EMS employees. Guests of the party, allegedly given by Ricky McMillan, were believed to have relieved themselves around the ambulances parked outside, and the dance lasted until 3:30 a.m., causing some employees to get little or no sleep, the letter said. A potentially hazardous situa tion presented by the participants was beer spilled on the floor and walked through by EMS employees. This caused workers to smell like beer while they were on duty, Niven said in the letter. As per the motion passed, the only persons that will be allowed to use the building other than EMS personnel until the committee reports back to the County Com mission will be the High School's Jr. ROTC drill team. There was also a report given by Cowan and Finance Officer Charles Davis on the possibility of setting up either a free standing computer or putting in a link to the county computer system at the EMS offices. According to Davis, it would cost from $5,000 to $7,300 to put in a free standing computer and that price would include soft-ware. The county would have to pay a price of $9,000 to link a terminal into the existing IBM system, said Davis. Commissioners voted to let EMS use one of the terminals existing in the Pratt Building. It will cost about $1 ,500 to make a software package for the billing, Cowan said. According to the manager, col lections will be improved. Other business In other action at the meeting, commissioners: ?Approved a one-half percent Christmas bonus for all county employees. Commissioner Brat cher wanted to give employees more, but efforts on his part were fruitless. "I'd like to feel like they will be getting something they will be comfortable with," he said. Bratcher voted no on the issue. ?Passed a motion accepting a new travel policy for county employees and vehicles for 12 months. Inserted into the motion was a clause saying that any employee with more than four points against his driving license had to use a personal vehicle. ?Voted to pay $3,691.75 to County Attorney Duncan McFad yen for legal fees. ?Motioned to advertise for a county tax administrator to replace the current Tax Collector and Tax Supervisor. Tax Collector Elizabeth. Livingston announced that she will be retiring within the first half of 1985. Tax Supervisor Larry Holt resigned about a month ago. ?Voted not to cancel the December 17 commission meeting as has been a Christmas tradition in past years. . . . School accreditation sought (Continued from page 1) ~frtfflQtsnn the' county that are ac credited. Under the proposal, and if all goes according to plan, the schopl system can begin the process in January of 1985. Action on the matter was tabled until the January meeting. Nelson called the proposal the most important thing to go before the Board of Education in years. According to the Superinten dent, total accreditation will give the Hoke County Schools three things. It will first make the system look at itself and find its weaknesses and strengths. Accreditation will also assure people that the school system has met certain standards and that those standards are similar to those met all ovtr the country. It will also help public relations in that Hoke County can "hang the seal of approval" on the system. Nelson is assuming it will take two years to complete the pro gram. After the initial process is com plete, reviews will be held every five years with a major review every 10 years. Hoke High will undergo its 10 year review in 1985, Nelson said. Two new board members were sworn in at the meeting. Eddie McNeil! and Shirley Gib son were sworn in by Hoke County Clerk of Courts Juanita Edmunds. In other matters of business, the board: ?Was informed that grades six and nine will be undergoing writing composition tests this week. ?Were informed of the Basic Education Plan being used in the county. ?Heard an audit summary from Frank Baker of Pittard, Perry and Crone. ?Passed a policy requiring pro bationary teachers to take continu ing education units in classroom management, writing and reading. Federal Land Bank merging operations On September 1 , the Federal Land Bank Association of Kenansville and the Federal Land Bank Association of Lumberton were merged to form Cape Fear Federal Land Bank Association. At the same time, Cape Fear Production Credit Association was formed through the merger of Cape Fear PCA of Fayetteville, Dunn PCA, the former Coastal PCA of Kenansville, and Southeast PCA of Lumberton. The combined organization will operate as Cape Fear Farm Credit Service and will provide a full range of credit and financially related services to its membership in a 12-county area of southeastern North Carolina including Hoke County.
