Americans buy about 17 million used cars every year. And the Federal Trade Commis sion has a new used-car rule that should make the purchase process easier. The new rule applies to all automobiles, light-duty vans and light trucks brought from a dealer. It does not apply to transactions between private individuals. The new FTC rule requires used car dealers to place a large sticker called a Buyers Guide on each car. The Buyers Guide must give you information about warranties, ser vice, and other items. If there is a box on the sticker checked "as is" for example, that means that you, not the dealer, will shoulder the costs of any defects the car might have. A full warranty must give you the choice of a replacement or a full refund if the dealer is unable after reasonable effort to fix pro blems with the car. A full warranty must be transferable to another owner and cover all charges such as costs of returning the car to the dealer. Anything less than this is a limited warranty. The used-car buyer must also be told whether a service contract is available and its details. Finally, any guarantees that the dealer makes about the car or about repairs that he or she will make should be written by the dealer onto the Buyers Guide. Be sure to keep the sticker for it now becomes a part of your sales contract and overrides any con trary provisions in the contract of sale. Contact the FTC in Washington or its regional office in Atlanta for help if you have pro blems with the used-car dealer car rying out this new ruling. Pineapple Carrot Bread 3 eggs '/i cup butter, melted 2 teaspoons vanilla 1 8-oz. can undrained crushed pineapple 1 Vi teaspoon cinnamon V* teaspoon nutmeg 1 cup chopped nuts Vi cup vegetable oil 1 Vi cups sugar 2 cups shredded carrots 3 cups flour 2 teaspoons baking soda 1 teaspoon salt '/i teaspoon baking powder Vi cup raisins Beat together eggs, oil, butter, sugar and vanilla until foamy. Stir in carrots and pineapple. Add re maining ingredients; stir until just 1 mixed. Pour into two buttered and floured loaf pans x 4^i"). Bake at 325?, 1 hour. Makes 2 loaves. (16 slices per loaf) Budget Beef Bourguignon 1 Vi lb. boneless chuck, cut into 1-inch cubes 1 4-oz. can button mushrooms, drained or V* lb. fresh, quartered. 1 cup beef bouillon dash of pepper 2 tablespoons butter 2 large onions, quartered 2 tablespoons cornstarch 1 6-oz can tomato paste 1 cup red wine and V* cup sherry (or 1 V* cup beef bouillon 1 bay leaf In Dutch oven, brown meat in butter. Remove beef. Add onion and mushrooms, cook 10 minutes. Remove vegetables from pan. Add cornstarch and tomato paste, stir until blended; stir in wine and sherry or beef bouillon. Bring to boil. Add beef, vegetables, and re maining ingredients. Cover, sim mer, 1 Vi hours or until done, stirr ing occasionally. Serves 6. Proper care of trees helps avoid bulldozer "I have just moved into a new house and several of the trees are dying. Can you help me save them?" This type of request for assistance is not uncommon to most County Extension Agents. Too often attempts to save trees around construction falls short of intentions. Bulldozer blight or con structionists is usually the culprit. Much of the construction damage that occurs can be avoided by proper planning by developers, designers and contractors before the first tree is felled. Trees are not the deep-rooted gaints as drawn in magazines and many books. Rather, their feeder roots occupy only the top 6-12 in ches of the soil and extend well past the spread of the branches. In a wooded area, the feeder roots of trees intertwine in the top soil to form an extensive and effec tive life support network. Any activity that cuts, removes or crushes the topsoil, kills tree roots. You can not expect to save all the trees when building on a wooded site, but you can increase Extension News Willie Featherstone Jr ) County Extension Chairman the chances of saving selected trees. Several pointers in selecting which trees to save are listed: ?Select trees in undisturbed areas. ?Select different kinds of trees. ?Select different size trees. Small trees are more vigorous and have smaller root systems. Therefore, they will be easier to protect. Large, old trees do not tolerate or adapt well to environment alterations. Minor relocations of underground utilities, footings, drives, parking areas, cuts and fills can mean the difference between saving or killing a tree. Anything that affects the water and oxygen absorbing capability (ditching, fill, compaction by delivery vehicles, chemical spills, or pavement) of tree roots will weaken the tree. To save trees you must protect their roots. Saving trees from construction or land-use-change costs somebody time, money and space. For these reasons, the person wanting to save trees needs to iden lOaJ?W1 : i . tify the trees to be protected and make arrangements (physical and financial) to do it right. If you don't think being con cerned about the environment and saving trees from construction damage makes good economic i sense, compare the prices and sales of similar houses or condominiums on wooded versus cleared proper ty.
