I don't know that it should," said Jernigan. Although a public hearing was held before Cardinal Health made a recommendation for the cer tificate of need, state officials say the influence of the public was minimal. After a decision is made by the local health agency and that con clusion sent to the state, appeal processes, even within the Cer tificate of Need Section, do not consider public opinion. In a previous interview, Lee Hoffman, DHR Project Analyst for the Division of Facility Services said: "When I do a case, I start from ground zero." "I don't want to be biased in my decisions," she said. Hoffman did admit she read let ters sent to her by local officials supporting one company, but said that they were only one criterion considered in her decision. According to the state officials involved with the case, the further the final decision gets from the local level, the less influence the public has. New doctor opens Hoke practice Dr. George B. Barth II has entered the Raeford community and started his first practice in Hoke County. Commonly known as "Skip," Dr. Barth recently became the associate of Dr. Robert G. Town send. Barth and his wife Debbie have recently moved to Raeford from Long Island, New York, he said. It seems the new doctor is just getting started in a number of ways in Raeford. He was married three months ago, he said. Barth, who broke the tradition of a four generation military fami ly that includes two generals, did his undergraduate work at the University of Colorado at Boulder where he graduated with honors and as a Phi Beta Kappa in 1978. He majored in molecular biology, he said. He was graduated in 1982 from the New Jersey Medical School in Newark. Barth's three-year internship was served in Bay Shore, New York. Debbie is a Registered Nurse specializing in neo-natal care. She is working at Cape Fear Valley Medical Center with a new ly established program at the hospital. She attended Rhode Island Col lege. According to Barth, he chose Townsend out of the many choices he had because of the up-to-date facilities the Raeford doctor of fers. Neither of the Barths have ever lived in the Carolinas. Taken was $50 out of a cash register and some food, reports say. Carl Scott Bowers reported a break -in at his home on August 22. According to reports, entry was gained when someone broke a win dow and unlocked a door to the house. Closets and drawers in the house were gone through. Taken from the house was $240 in cash, reports say. Bruce Holland reported the August 21 theft of a utility trailer. The trailer was taken out of his yard and was reportedly worth $450. " Marvin Stubbs reported a break in at his house on August 20.
