The president backed away from G.O.P. proposed delays in social security increases and oil import fees. Thus he left his own party members, including those up for reelection next year, out on a limb. They had proposed taxpayer sacrifices the president rejected. Mr. Reagan was playing the political game; as far as next year's elections are concerned. He can say he didn't touch social security payments. Whether he played the game best is a question, however, since he undermined some of his closest congressional allies. Political analysts note the high number of top aides in Congress the president has either lost or alienated. Majority Leader Howard Baker quit; if he had a perfect working and personal relationship with his president, would he have retired? Senator John Tower stepped down-he was chairman of the Senate Armed Services Commit tee. Cliff Blue People and Issues Senator Paul Laxalt, considered to be the closest personal friend of the president in the Senate is retir ing. Budget Director Stockman is gone. A very effective chief to staff, Jim Baker, is now out of the White House, as Secretary of the Treasury. William French Smith has resigned as Attorney General. Majority Leader Bob Dole in the Senate is alienated. Other members of the upper legislative body, such as Jesse Helms of North Carolina are saying only that sentiment is not here to pass tax reform this year. In general, there's disturbing disunity in the G.O.P. Talk about Reagan gaining the initiative and staging a strong comeback from his summer loss of control of events is mostly talk. FALL . . . Fall arrived on the 22nd of September at 9:07 p.m. Why is it warmer at the fall of equinox than at the time of spring? September weather is wanner than March weather because of the heat which has been stored up in the earth during the days of long sunshine since the sun crossed the equator in March. In September it crosses it again, and the daylight and darkness is equal at both equinoxes. But in March the earth has lost much of its heat over the winter, and equal sunlight doesn't produce equal weather. STOCKMAN'S WARNING . . . David Stockman resigned as Budget Director after failing, for four years, to get either the Reagan Administration or Congress to heed his warnings about deficit spending. In a recent comment on the ac tion of Congress in reducing next year's deficit by something like $40 or S50 billion, Stockman was pessimistic. He said Congress and the presi dent missed their last chance to get deficits under control. If Stockman is right, what does this say about the future? For one thing, it strongly hints at inflation.
