"ChappeUe would have been the First one served since those cells are the first ones you come to," said Barrington. Chappelle's cell could not be seen by any other prisoners. ?At 5:41 p.m., Tindall called for other deputies to assist him. Barrington hypothesized that Chappelle stood on the bunk in his cell, tied the socks, which were tied together, onto a bar on the front of the cell, slipped a loop around his neck and jumped, while turning. Tindall found the man hanging with his back to the bars. According to Barrington, it would have been easier for Chap pelle to have climbed the bars face first. Other Hoke County Deputies Eddie Allen, Mack High and Dan Hardin, as well as State Trooper Sergeant Frankie Moody respond ed to the call, said the sheriff. Most of the deputies were on night shift and in the Sheriffs Department waiting to clock in on duty when the call came out, ac cording to Barrington. As the men approached the cell, Chappeile could be seen hanging from the bar with one leg between the bars and his bunk and the left leg on the bunk. Deputy High untied the socks while Hardin held the man's weight, said Barrington. When the deputies got the man down, there appeared to be slight breathing and a faint heartbeat, Barrington said. ?At 5:46 p.ai., members of the Hoke County Emergency Services were called. The rescue team got to the jail in about three minutes. At first thinking they had found a heartbeat, EMS personnel then discovered Chappelle to be in full cardiac arrest. ?Chappelle was transported to Cape Fear Valley Medical Center at 5:54 p.m. and arrived at 6:15 p.n., Barrington said. ?He was pronounced dead on ar rival by Dr. Henchen, of the Medical Examiner's Office. "I have no knowledge of anyone wanting to do away with this man," said Barrington in response to a question asking if the man could have been killed. "It would be ridiculous that a police officer would hang someone from a cell block," Barrington said. "It was a routine arrest.". "We take their belts away from them to prevent them from hang ing themselves," said the sheriff about all prisoners, adding that Chappelle had no belt when placed in the cell. "We don't take articles of clothing from prisoners because we don't provide those," he said. The sheriff's department will take articles of "superfluous clothing" such as jackets. Also taken by deputies are jump boots or any boots with steel rein forcements because they may be used as weapons, Barrington said. Disposable paper towels are us ed for prisoners to bathe with. They will not support a person's body weight, said Barrington. "We have to give them (prisoners) blankets," said the sheriff. Chappelle's blanket had been ripped and was hanging between two bars when the man's body was found, but Chappelle did not use it. "There were no marks or bruises on the man," Barrington said. "I'm sure the autopsy report will show that the man died from strangulation or a broken neck." "If a man wants to hang himself, you can't be with him all " the time," Barrington said. According to the sheriff, prisoners are checked on the hour each day and every 30-45 minutes at night. Only one other prisoner has at tempted suicide in the Hoke Coun ty Jail in recent memory. Barrington said that a few months ago, a man broke a razor | and cut his wrists. Jailers were alerted by other prisoners and the man was given medical care. A chase ensued from the trailer park to the Queenmore section of Raeford, according to the report. In an unrelated area incident, Larry Bullard reported his shotgun missing last Thursday. The 12-guage weapon was valued at $129, reports say. Beth Williams reported her 1977 Pontiac Sunbird broken into on October 6, according to Raeford Police Chief Leonard Wiggins. Taken from the car was a stereo radio valued at SI SO, said Wiggins. On October 5, Clara Patterson reported her car broken into. Six members of the commission must gather to constitute a quorum, according to bylaws. The commission's fiscal year will run from July 1 until June 30.
