Another shot at a Hoke party
Sheriff urges parents to teach kids to settle differences without guns
Deputies with the Hoke County Sheriffs
Office arrested a man for allegedly shoot
ing a woman who was attending a birthday
party.
Authorities charged Silvester Moultrie
Jr., 22, of the 1600 block of McBryde Lake
Road in Raeford with assault with a deadly
weapon with intent to kill inflicting serious
injury and discharging a weapon into oc
cupied property.
Moultrie allegedly shot Bineka Tarpley
in the leg, just below her kneecap, while
Tarpley was attending a birthday party
June 27 on the 1500 block of Pope Street in
Raeford, according to the sheriffs office.
Investigators called to the scene in reference
to reports of shots fired in the area found
Tarpley and began administering first aid.
She was taken to Cape Fear Valley Medical
Center in Fayetteville for treatment.
Witnesses reported seeing Moultrie fire
at Tarpley, who was attending the party that
was being held outside a home behind a
garage, officials said.
“Several witnesses observed the suspect
firing multiple shots while he was inside the
garage. He then went outside and fired mul
tiple shots into the garage, and then fled the
area,” the sheriff’s office said in a statement.
Moultrie had been involved in a fight
with other men at the party just before the
shooting took place, investigators reported.
The shooting took place shortly before
midnight.
Moultrie received a $200,000 secured
bond.
This is the second time this summer that
a person has been shot at a party in Hoke

charged a man
with murdering
a woman at his
home early Tues
day morning.
Authorities
arrested Timothy
Tyler
Tyler, 70, of the 600 block of Gainey
Road in Raeford in connection with
the shooting death of 50-year-old Alisa
Hammonds of the 300 block of Edin-
borough Road. Investigators called to
the scene found Hammonds dead. The
officers “learned that the female victim
was at the residence visiting, and an ar
gument occurred in reference to money
being stolen from the resident,” accord
ing to a statement from the sheriffs
office.
Hammonds and Tyler had a relation
ship and Hammonds was visiting Tyler
at the time. Sheriff Hubert Peterkin
said.

County considers creating housing authority

Depending on local need,
available funding and addi
tional factors, Hoke County
could be moving toward
creating its own housing
authority.
The topic was brought up
Monday night at the county
commission meeting dur
ing a discussion of a pro
posed partnership between
Hoke County and the Blue
Springs-Hoke County Com
munity Development Cor
poration. The commission
ers unanimously approved
the resolution, forming a
partnership between the two
entities. The partnership
is meant to address vari
ous matters of community
housing needs. The ultimate
intent is to find out if local
housing needs exist and
whether the county can ac
cess funding to start its own
housing authority to serve
those needs, officials said.
The resolution proposes
that the county and Blue
Springs CDC “enter into
a collaborative partner
ship surrounding housing”
aimed at fulfilling several
goals, including addressing
unmet housing needs after

Habitat to build seventh house beginning this month
Anyone who can swing a
hammer or work a saw can
help a deserving local fam
ily have a safe, affordable
new home.
Raeford/Hoke County
Habitat for Humanity is
looking for volunteers of
all different kinds of talents
to help build the county’s
seventh Habitat house. The
nonprofit organization plans
to hold a groundbreaking to
get the new project under
way July 26.
“Volunteers with all
kinds of talents using a
saw, hammer, shovel or
someone who knows how
to fix a good ole fashioned
lunch with some southern
sweet tea or lemonade for
those who are working are
needed!” the organization
said in a statement.
People who want to
volunteer but don’t have the
time on July 26 can come
out any other Saturday to
help, as the build will go
on (weather permitting)
each week until the house is
completed.
The groundbreaking and
first day of building will
start at 9 a.m. at the site of
the future home, located
on the last lot on the left on
North Jackson Street.

Deputies, dad save nearly drowned child

A fire Saturday in this mobile home on Duffie Road destroyed
the house but did not injure anyone, officials said. South
Antioch Fire Department was the primary responder on
the scene assisted by the North Raeford and Stonewall fire
departments.The Red Cross and family members provided
assistance to the resident, who accidentally started the fire

ear had just passed a house in the Seull
Road area when a call for help from that
very address came in from emergency
communications: a child had gotten into the
family’s pool and wasn’t breathing.
The officer turned his car around and was
on the seene in a matter of seconds, Hoke
County Sheriff Hubert Peterkin said. Two
other officers quickly arrived and together
they took turns doing CPR while waiting for
an ambulance, the sheriff said.
Two-year-old Mikhai Blount had been
playing in the family’s garage with a num
ber of older children, some of whom who
weren’t used to being careful with toddlers,
Blount’s mother Khadijah Ray said. When
