(April 14, 1993) 47 Years Ago April 15,1971 The mayor and city council all announce plans to mn for reelec tion May 4. After several weeks of indecision, Mayor John K. McNeill Jr. says he’ll definitely seek a second term. “We have plans to pave the air strip and we have got to develop new water fields,’ ’ he say s. ‘ ‘We are fortu nate to have a fine city manager and staff to keep our city progressing.’’ H.E. Garrison is the first councilman to file, paying his $5 fee Tuesday. Others are Graham Clark, Crawford Thomas Jr., Franklin Teal and J.D. McMillian. A two-year-old is stmck and killedbyacarnear Robbins Heights. The child’s father was hit and killed by a car four months earlier near Upchurch School. A partially paralyzed man is rescued from his burning home by passers-by after a chair is ignited by a cigarette. Richard Norris and Ed McNeill carry the man from the small house next to the post office on Elwood Avenue. A new entrance is planned for the Raeford Cemetery, says city manager John Gaddy. The current drive is to be blocked and a new entrance constmcted500feet east so large drains can be laid to alleviate a drainage problem on the south side of the cemetery. Three citizens are honored by the RaefordJayceesattheorganizafion’s annual banquet. Jerry Oxendine is named Outstanding Young Edu cator. Josephine Hall is given the Distinguished Service Award. And Outstanding Jaycee of the Year is given to Jim Blackburn.
