Although it was a day of comparatively moderate trading, the tone was distinctly bullish. Liverpool was active aud higher. Receipts at the ports were comparatively light. The arrivals at Hous ton were light. The Soothe n spot markets were rising. New Orleans futures were strong, and the estimated receipts at New Orleans to-morrow were also a bullish fac tor. Tbe receipts at Houston were only about a third of what they were this day last year. The ports received 82.000 bales less than a year ago and 8,600 less than In 1898. when tbe crop was 7,500,000 bales. Local operators bought as well as New Orleans, Liverpool and the continent bought here to-oay. Bears say that the light receipts are doe partly to the low stage of the tribu tary rivers of the South; that the specula tion is not likely to be so brisk 'as recently, beeanae many small operators were badly hart by the great decline. Tbe bulls Insist that the crop is short; that Europe must purchase freely sooner or later, and that the South is In an unusually Independent posi tion and better able to hoiu cotton than for yars past, as she raised tne crop practically without advance from faetors, and has also raised enough corn and meat to supply her needs, even raising ao much corn that they will have considerable for sale.
