E?crj SUte West of Ohio and East of the Rocky Mountain, excepting the new Dakotas and Wyoming, swung, from their long Repnbli can moorings at tbo late election on the distinct issue of tariff re form. Ohio elected a Democratic delegation to Conercf s because of the new gerrymander, bet with all the demoralization of the Democ racy caused by the extra session of the Legislature to undo Demo cratic abuse of power, therasjority for the Republican State ticket is lees than half the majority of 1888, and the Republican majority on Oongre is only 9,062. Illinois, Iowa, Nebraska, Kan sas, Minnesota, Michigan and Wis consin, all strong Repnblican States for thirty years, gave posi tive majorities for tariff reform. The majority sgainst tbo Repnbli cans for Congress is 7,680 in Iowa ; 12,218 in Kansas; 15,076 in Min nesota; 28,838 in Nebraska; 34, 928 in Indiana, with like major i tier for tariff and tax reform in Illinois, Michigan and Wisconsin. There is not a suie Repnblican State left in the West, outside of the new pocket States, and they are the most uncertain of political quantities in view of the sweeping revolution against wanton taxes. As we haye just stated, hereto- tore whenever the House has been Democratic, this Democratic ma jority was Southern, and preju dices of Northern illiteracy were always arrayed against it, and this vacillating force in elections was fatal to protracted Democratic supremacy. Adroit Republican newspapers speedily spread alarm through the North. The Rebel lion was set on its cadaverous legs under the leadership of the Con gressional brigadiers, and the North, as seen through the Tribune and lnierOceant wu in danger of another invasion. Of course, the negro was being crucified. Of counu the Trusts meanwhile, robbed the people ad libitum and the country, the Trusts constituting "the country," always prospered grandly under Republican tariffs as did the tramp business, bora and nurtured under this cunning scheme of devastation. Tbere arc, of course, men of ability in Congress from the North but they are the exceptions, where as in the Bon tn they are not ex ceptions. It is the very impression of the people of the North that anybody is good enough for a Con gressnun; and consequently any body end everybody are sent as national representatives, without the slightest regard to .their abil itp to discharge the high duties f awmakers. ihe Southern people select with thought and care the men they wont to represent them n Congress, and the result is a su perior body of legislators, who thou all few in nnmber.'exercisothe dominating power. If the North does not like this it can easily change it it has only to be as carelul in choosing its members of Congress as the South is." So far tbere has been a decided inclination on tbo part of the peo ple of iimny ot the Northern States to solict a their representatives men who have risen to distinction in business affairs; men who have exhibited unusual ability in the accumulation of property. A large degree of importance has hitherto been attacned to mis kind or ca pacity by the North than by the South, and it has followed that very large proportion of tbo repre sentatives sent to Congress from the Northern States have had no qualities that were specially useful in a legislative body. In the South, on the other hand the districts being with a few ex . a . e . a ceptions rural districts, covering a wide area of country, in. which a man,fo rise to sufficient prominence tqt.be elected to Uongrees must have talent of a higher order than usual, tbere baa always been a tendency to nominate men whose abilities were of a kind to bring tbem conspiciuuslv forward in a legislative assjmbly. This was notably the case in the period that preceded the war, and it is still the case to a striking degree in the present. It is not improbable, however, that the best talents of the South ern, as of the Northern Stater, will hereafter be absorbed in purely business affairs. Already the South has produced a number of men who have won a national reputa tion by their remarkable capacity in this direction, and such men will appear mora and jnore fre- auently in the future. Formerly le men of the highest order of talents were drawn into the poli tical field as furnishing the am plest room for the display of their abilities. As time goes on this inclination will fall off, but It is hoped that it will never fall off to the degree of which the Telegraph complains in its reference to the general intellectual character of the men selected by the people of the North to represent then in Con gress.
