OL Jan. & At 1 o'clock the House met, Speaker Uonghton presiding, and the formal ity of reading the minutes ot Tester day's session was proceeded with, after a prayer by Her. Dn Carter. The mamber from Dare was sworn in, and a message from the Senate, announcing its orcanisatioo, was read. The Senate resolution notify ing tha Governor of the organisation was also concurred in, Mr. Sutton announcing that the Governor had been waited i on yesterday by the committees and had notified them be would nd in bia.. message to day. t- v f . v Mr Sutton offered a resolution in regard to the repeal of the law against SUte banks of Issue, as it now exists nnder. the United States revenue laws. It irgea Senators and Representatives to use every effort to secure the repeal of the act imposing a io per cent tax on I sucn, banks. Mr.' Sutton spoke in "favor ot the immediate adoption of the resolution, saying tbe present system was detri mental to the financial interests of the Southern country Two years ago a similar resolution pasaed tbe House, he stated. Tbereroaed law would not interfere with tl: Nation al banks; it would permit the s bor rowing oz money on lana, ana wonw break up tbe great monopoly which the National banks now form, and would make- moner cheaper. Mr. Skinner said he fully coincided with Mr. Sutton in his 1 view aod said nothing had done snore , io; . ere ate and fasten upon the people pat ernalism than the National banking act. State banks of issue are an imperative necessity. Tbe old bank system, with all its faults, was far superior to (he present one, and be sides, any defects can now be reme died and the interests of depositors better looked after than under t he present system. " Mr. Jones of Wake, stored the resolution, but suggested some modifications. The resolution was taken from the calendar and adopted, yeas, 106; nays,- 8, thoee voting in the negative being 'Repub licans, Banner; Bryan, of Wilks, and Hendricks. ; ; - . Tha rules of tbe last House were adopted.
