According to this ab!e journal, Senator Qusy likes to be thought a man of practical idea, one who haa no nonaonsa about him. His quiet oppoaltiod to tbe Frce Bill and his arrangements before tbe election, bj which tbe measure was put aside for tbe Tariff bill, alienated tome of bis old admirers without jafaimirg him 'any now' friends. IJe now comes ( forward with a force bill of his own which be aajs is tbe onlj "practical" way of settling tbe Southern difficulty. The chief obstacle in the way of the adoption of Mr. Qaay'e bill i the Constitution. , To Jthe Senator from PennllYifcht this would be no obstacle at all; be is nothing i not "practical." and to him the Constitution is as much of a "barrer ideally" as the command "tbou abalt not steal." Ordinarily he could count on his fellow Republi can members to sopport him in his contempt of the old instru ment, but in this instance the lan guage of prohibition is so plain that any manposa "practical" than Mr. Quay will hesitate' to defy it.
