POST SCANDAL IN CUBA Primarily the embezzlement on the part of two carpetbaggers in the Cuban postal service lies at President McKinley's doors be cause at the instigation of poli ticians he refused to select sub ordinates for service in the new possessions under the civil Ber ries system. He permitted poli ticiana to send out carpetbag gers after their own kind. The embezzlement recently ferretted out by the army officers in Ha Tana is not taeretore surprising, and the responsibility is Presi dent McKinley's and his alone. He permitted the politicians to hare their way. What did they do in the case under review? As Blatant Postmaster General Perry Heath's fine Italian hand ap pears at once. He is chairman o the literary bureau of the lie -publican national committee, and a politician ever ready to take ad vantage of the president's choco late spine. Instead of taking the best Cuban that could be had.the administration had taken Major Bathbone and placed him in charge of the Cuban postal ser vice, is an Ohio man. He had been fourth assistant postmaster general, and all his active years have boon spent place holding and politics. He is one of Mark Hanna's trusted lieu tenants. At Perry Heath's request be gaveNeel a place, making him casher of the Havana office. Back of the appointment of this adven tarer therefore stood Bathbone, and back of Bathbone stood Perry Heatb, and back ef Heath stood Mark Hanna, and back of Marcus Aurelius Hanna elands William McKinley.
