He was never a leader in Con gress on any other question, and to the protected interests be uu drobtedly owes his elevation to the presidency and hid election to a second term. They nominated and elected him both times; they footed the enormous bills for both of his presidential campaigns. Bat rerently they have begun to look upon President McKinley with no small degree of suspicion . They fear that he is weakening on the policy which bas enriched them witb bounties drawn from the country's treasury, from the poc kets of the masses of the people. They were no little alarmed at indications of this new departure in President MoKinley's eeo ond inaugural address. His exuU tation over the prosperity of the country was followed immediate ly by a declaration that "our di versified productions, however, are increasing in such unprece dented volumejas to admonish us of the necessity of still further enlarging our foreign markets by broader commercial relation.
