For ten years past there has been more or less agitation for the election of United States Sen ators by a popular vote, A number of state legislatures hav adopted resolutions iu favor of the amendment of the consti tution to this effect. A still larger number of state political conven tions have declared in favor of tbis plan. Several bills have been before Congress for tbe submission of such an amendment but none of them has commanded anything like the support necessary to their passage. Senator Barrows, of Michigan has branched off in a new direo tion on this proposition. is He has been impressed by the frequent deadlocks in legisla tures over tne election oi sena tors and the wrangles' in the sen ate over tbe question as to whether the governor has the authority to till a senatorial vae ancy after the legislature has failed to elect. At the next session of Con gress Senator Burrows will pro pose an amandment to the con stitution providing that in such a case the governor shall issue a tioo, as in the case of a vacancy in the house of representatives It is very desirable that there Bhallbe full representation in the senate. For months states have been represented by only one member of the senate, and now Daleware is entirely without represent tion in the senate. The Burrows amendment wil bring to bear upon the legisla tures a pressure which would prevent many deadlocks which would otherwise occur. And when legislatures did fai to elect senators it would ba an excellent plan to have a popular election to fill the vacancies.
