Hobsoo has been telling the p. opla of the Northwest what the United States needs in tbe matter of a navy. He thinks we should have a powerful natal equipment. In a recent speech, according to the Dulnth Tribune, he outl ned this plan of tbe oavsl strength that he thinks adequate to our necessities and pretentions: 'We should maintain a fleet in the Notth Atlantic capable of re siding any fldtt that could be rent by any power again Bt our Atlantic and gulf coast lino and our possets iocs in the West Indies; we should rraintain a fleet in the Pa cific of similar proportional b'zi; we should maintain in tbe far East a floct oquil to tbe Asia'.ic fleet of any European nation; simultane ously with ma'ntainiug these fleets we thobM be able to dispatch to any part of South America a fleet equal to tie fket that any Euro pean nation could dispatch there." To provide such a navy it will be necessary, in tbe opinion of Captain Ilobsoa, to appropriate 125,000,000 a year for ten suc cessive years, so that a decade must elapse before we can put. our naval armament where it should be. Conservative men hardly place their estimate of the navy tbe United States needs as high as Hobson's. Two things however, are certain, notes tbe Duluth paper.
