It Is the mystery of the period. Gorst, the son tI tue well known English statesman, lir John Gorst, Is the author of an article on "An Educational Revolution," which appears in the March number of the North American Review. Mr. Gorst condemns the existing educational sys tem, which, in his opinion, tends to the suppression of individuality and to mould after one uniform pattern all those who come under its Influ ence. In Mr. Qorst's Judgment, the education of the youth of the country should be so arranged for that it would train children for the special kinds of work in which their lives are to be passed. He suggests the estab lishment of a general elementary school in which the individual bents ot the children might be studied, and of complementary ' schools ' to which, when their bents have been discovered, the children might be sent for educa tion In special lines. He says: "The American system is far more efficiently organized than the English system. It is no idle boast that a di rect path has been provided,' in the former, trom the gutter to the univer sity. But education in England is sUll in a hopeless muddle. The ele mentary schools are confused and unsettled;- they overlap In the most wasteful way; and there is no road, except by way of scholarships for the privileged few, to higher education. Consequently, the children of the working classes. In England, are turn ed adrift at the age of fourteen, fitted for nothing, and without individuality. Initiative or the smallest realization of aptitude for anything in particular. The thoroughly efficient organlzatior. of the United States, coupled with tht fact that the child of the poorest la borer can get a free education right through to the age of eighteen, proves, on the other hand, how high a value the American people set upon the ad vantages of a school and college train ing; and how ready they are to sup port and foster any institution which . they believe to be in the Interests of the nation and ot the individual." Both should be kept at work, "for Important hills can thus be adequately discussed and consid ered. The date of inauguration should be changed; a census bill is to be passed Arizona and New Mexico should be granted statehood; a par cels poBt is widely desired, and con servation plans can be amply consid ered. There will be long waits in either House, and those waits can be util ized to the advantage of the country. and they should be. In the regular session appropriation bills and general business render the full consideration of some measures of general impor tance impossible, and the Sixty-first Congress can get a good start in such matters by turning to account its waiting periods in the special session. At any rate the loafing proposition will not be well received by the general public that desires legislation on one measure or another. Let both Houses keep at work. The talk about a change of presi dential moving day is active now. but it will soon subside. Pop bottles cannot be effectively thrown at the umpire until next month.
