Tomorrow morning when the church bells call to worship their tones upon the ear of the faithful wha bare come meekly and unauestlonlngly up through the forty days of Lenten prep aration will have an especial note of Joy, for they will tell of the risen Sa viour, who is Christ the Lord. Him who was crucified and lifted up that He might draw all men unto His out stretched arms upon the cross, that whosoever believeth on Him shall have life eternal. Oh, the Easter bells! Oh, the church bells! How memeory and religion meet and mingle in their tones and wander back to revel in the innocency of long ago when we were children when the world was young, let we story of the bells the church bells is the same today, tomorrow, forever, as of old, for it is forever the same as God 13 forever the same.. It is man alone who changes. When the solemn stillness of the Sunday morning of long ago was broken by the vibrant tones of the old church bell, how few there were who turned a deaf ear to its call. All the village answered tripping down to the old frame church, nestled among the roses and willows and flanked by the tombs of the faithful who had "fallen on sleep." Not only so, but plodding teams brought others from more dis tant points, the farmer, his good wife, the children and the hired man coming in response to that far call a call heard by them only through the deli cate ear of a tender conscience. It is not so now. The tone of the bell is deeper, sweeter. It rings with the same regularity and its invitation carries all the meaning that accompa nied the peal of the old, old bell in the temple of long ago. The church is nearer than it was then. Its pews are more comfortable. The preacher is as devout, and perhaps more able. The same Book is opened upon the altar and the same story of God's love and sacrifice for His people is told, though doubtless clothed in language more eloquent and more polished than fell from the lips of the devout men of other days, days when colleges were farther apart and dollars were like. wise few and far between. Why, then, the change in the re sponse to the melodious summons of the deep-toned bells? Perhaps it's be cause of the confusion of sound, the scream of whistles and the clang and roar of rushing cars . drowning the voices of the bells. And again it may be because of some subtle change in the man. He is busier now than he was when the wheels of commerce and of Industry moved sluggishly along, when time was reckoned by days or weeks rather than by seconds or min utes. Yet he is the same man, equip ped with heart and soul and con science, and needing the same spirit ual food if he would continue to grow in the graces that make for peace here and Joy hereafter. Somewhere in the Book will be found the words, "forsake not the as- sembling of yourselves together," and again, "Then they that feared the Lord spake often, one to another; and the Lord barkened, and heard it, and a book of remembrance was written before Him for them that feared the Lord, and that thought upon His name. And they shall be mine, salth the Lord of hosts, in that day when I make up my jewels; and I will spare them, as a man spareth his own son that serv- eth him." Let us, in our day and generation. therefore, heed the voice of the bells as "one clear call for us," and with this spirit predominant in our hearts we shall indeed, on the glorious mor row, be enabled to rise with Him from our dead selves and realize that He is indeed the Son of God, our risen Sa viour and our eternal reward. The St Paul railroad completed Its trans-continental route without a speech and without driving a golden spike. EVERY EH CF THE BAY. 1. H. Tli maturer wisdom of these later years has at length reached the Ktut lire of the celar-bralned men of the so-called Old South, who In their day Interpreted the constitution aright In accordance with the teachings of the fathers as to states' rights, and every day that doctrlue the wisdom and saving grace of it. Is coming to be more and more recognised and re established. Only this week the Supreme Court of the United States, the tribunal of last resort, forcibly enunciated this doctrine In reversing Judge Jeter C Pritcbard. in a manner that he surely will not soon forget, when he is again asked to interfere in suits brought avHlnat a state. A state cannot be sued in a Federal court The eleventh amendment has been put batk into the constitution and revitalized. In winding up the state dispensary of South Carolina the state dispensary commission was authorised by the state to collect all moneys due the state and to pay all Just bills. Because the state commission did not settle bills nromutly various creditors brought suits in the Federal courts. And when the attorney-general of South Carolina endeavored to secure from the dispensary commission $15.' 000 which had been appropriated by the legislature of South Carolina for the conduct of certain criminal prose cutions the dispensary commission re fused to hand over the money because the Federal courts had enjoined the paying out of any of the dispensary funds. The Circuit Court of Appeals sustained Judge Pritchard's interfer ence with the domestic affairs of a state, but when the case was heard in the United States Supreme Court Judge Pritchard was left without a leg to stand on. The court Of last re- jSOrt simply said the suits were against the state and no Federal court had a right to entertain them. This re-establishes the eleventh amend ment, but it putt Judge Jeter C. Pritchard in an embarrassing position. The states have some rights and one of those rights is freedom from suits brought in any form in the Federal courts. Little by little, the states may be said to be regaining their reserved rights. ' ' $104 Reward, f 100.
