THE VOICE OF ELKIJiS. The voice of Stephen B. Elkins was raised against the monopolistic con trol of the Senate by the Justly cele brated firm of Aldrich, Hale & lodge, and no one has yet defended that Arm or refuted , in any manner any of Mr. Elkins' statements. All that he Bald stands uncontradicted, and here Is a specimen brUk culled from his speech: . "I was told In a somewhat senil-con-fldontial way that the finance commit tee, which is now in session in the new office building of the Senate, would have no hearings; that nobody and no interest was going to be al lowed to be heard and present their case. I asked: 'Might a senator not be permitted to be heard?' I was told by the party he did not know, but I might be permitted to do so if 1 should just come under the yoke, be good, be obedient and servile, and promise to report every morning at a certain place to which all roads in the Senate lead, and there get instruc tions, I might be heard and have a chance to defend the interests of my state. I then asked if I promised all these things, in addition to being heard before the finance committee, would I have a chance, perhaps once a week, in open Senate to make a mo tion to adjourn. He said: 'You might get permission once a week to move to adjourn perhaps.'" The manner In which the tajne bill is being considered is characteristic of the entire measure. It is a bill of New England, by New England, for New England, and other sections, in cluding West Virginia, will be expect ed to keep hands off and to go about their business. Government by clique was never so prominent as it is today in the Senate, and the clique is the famous firm of Aldrich & Lodge, lira Ited. THE TIDE HAS Tl'KXEII. The idle millions in New York are seeking investment in bonds and other securities, and prices are advauclag in Wall street, Railway shares scored a net gain of 2 points last week and L'nited States Steel common was ad vanced 5 points. A similar movement is noted in France, Great Britain and among small investors also in this country, Idle money in their pockets is going into real estate. They are either put ting up buildings or else are promot ing the erection of buildings by buy ing mortgages or loaning money on real estate. These investments are signs of re turning confidence, and the more they are increased the quicker will the flood tide of business be felt in general trade, and a new era of prosperity in all branches' of industry set in. Jt no one of our readers think that building operations are confined to this district In all parts of the coun try much building is going on. This is the natural result of the turning of investments into real estate, aided by the fall in the prices of structural material. The demand for structural steel is helping the Steel Corporation to tide over a trying year. In the stock market many influences are promoting quotations. The set tlement of the Balkan disturbances has been helpful, and so have the op timistic views of James J. Hill and E. H. Harriman. The growing season is well begun and this has a tendency to push up the prices of securities. All in all, it Is safe to say that the flood tide in business has at length supplanted the ebb tide, and that the former promises to abide with us long time. It is a credit to the country at any rate that the London ambassadorship was offered to President Eliot, a typi cal American. Mr. Rogers should watch his new railroad closely, for Harriman's health and appetite are improving daily. The Taft milch cow is slowly but sieaauy anrtmg Into politics as an administration emblem. This country Is the haven of politi cal refugees. They are as secure here as they are In England. Higher hosiery duties would be felt in the burlesque shows and vaudeville houses. Even the trouble with Hoi land has been put In course of ad luatinent. The claims of the rniied States are to be adjusted and good re lations between the two countries have been re-established. Castro is resourceful and aggros sive. He has many friends in Vetie zuela. and he may become a factor again in Venezuelan affairs. He will however, be closely watched. How France can afford to give him tin asy lum In Fort de France when he i known to be plotting against the gov ernmeut of Venezuela, is something she alone must solve. England, France and Holland all hold colonies near Venezuela, and if all three would a-t together Castro could not easily se cure a foojhold for intrigue and plots near the Venezuelan coast. And France has decided to take steps to expel Castro from French soil, and he will have to begin an intrigue for a restoration of power in his own country, on a Danish Went Indian Island, or else abandon the enterprise altogether. Lieutenant Shackelton has named a south pole mountain peak after Queen Alexandra of England. But if he ex pects her to traipse down there to un furl a flag or break a bottle of cham pagne, he will le disappointed. Mary Garden says no woman can be a prima donna and a wife at the same time and be successful as both. She proposes to stick to the prima donna business. Mr. Roosevelt's reception at Naples was generous and warm, but his re ception in the heart of Africa is more to the point. Gen.
