In announcing that they will handle material for road building in Virginia and only charge therefor the actutJ cost to themselves, the Virginia rail roads are not only patriotic but poli tic. The Baltimore Sun hits the nail on the head when it says : "The policy of the Vin;ia.a roads is the wise ic' cy and shows that the managers ot those corporations are alive to their own Interests For it is certain that no interests are more vitally concerned in good -wagon roads leading to their stations and traversing generally the territory served by the railroads than the rail roads themselves. "Nothing stimulates agricultural production more surely than good roads. They Invite population and promote railroad travel. They con vert a dead country where there is no production and no activity into a live country which produces freight for the railroads and lnvites"Visltors who use the railroads. A railroad which traverses a country where the roads are impassable during certain months gets no freight at the way stations In that country in those months, end but few passengers. Therefore in pursu ing this liberal policy toward public highway Improvement in Virginia the jallroad companies are promoting and btrvlng their own best interests." But it is unfortunate that the sec ond of these explorers should have precipitated a controversy, even be fore he reaches civilization, much less before he has placed himself in pos session of the data upon which Dr Cook relies to substantiate bis claims of discovery. There is no doubt in the minds of many scientific men who are entitled to speak with authority that both Dr. Cook and Commander Peary have reached the pole. It Is accepted as entirely certain that the man who has brought about the controversy has accomplished what he claims to have done, but if there is any one thing which could cast doubt and discredit upon him it is the hostile spirit he has shown upon being informed that a rival had already carried off the first honors. There can be no possible doubt that Dr. Cook has shown the better spirit of the two. When informed that Com mander Peary had returned with the announcement that he had reached the pole, the Brooklyn physician said he was first to shout "Hurrah," and he added that if Peary claimed to have been to the pole, he had been there. There was no touch of petty jeal ousy or detraction. And yet, on the other hand, as soon as Peary is informed of Cooks achievement, he tells the world not to "take Cook too seriously." at the same time quoting those much-discussed Esquimaux as having said that Cook really went but a l'ttle way north. The natural disposition of the sci entific world, the personal friends of the explorers and of the American people In general is to give full credit to both men, but Peary's petty jeal ousy is doing much to discredit his own claims. The law prescribes that children must be six years old to en ter school. If a child shall become six years old within September or Oc tober, then that child may be admit ted September 14. If it become six years old after October and before March, it may be admitted in the January class.
