The merriment is expected to begin at 10 a. m. There will be race of various kinds both exoitlng and ludiorous, both on land and water. The new tri-weekly mail route be tween New Borne, Roanoke Island and Elizabeth City by tha steamer Nense, of tho E. O. D. line, went into operation yesterday. Heretofore, mall communication with Roanoke was tri-woekly, but only from Elizabeth City and by sail boats, cow it will be tri-weekly and be direct to and from New Barne as well as Elizabeth City, and be with tbe oertainty of steam instacd of the uooortaiuty of wind. It is a good point also for hb to have this routo to Elizabeth City. Now, every ether day, the mail that leaves here at 5 p.m. will be in Elizabeth City tho next morning at 3 o'clock, and as there is a daily mail route to Hyde county from Eiizibeth City, it will givo us quicker and bettor communication with portions of that county. Every advance lihe this is beneHsial. We have poor mail facilities in the east not such as wo need or suoh as we are entitled to. The whole oountry ought to be cit up by mail routes, pen etrating it in every direction. Hetter mail facilities oro favorable to increased traffic and to keeping the people better informed an to tho events ef the day. The next paper was by Sup't. Logan D.Howell of Tarboro, on "Tbe induo tire method of teaohing Latin." An animated disoussion followed, which was participated in by Dr. Currell of Davidson, Sup't Graham of Charlotte, Prof. Claxton of Asheville, and Dr. Wiaiton of Chapel Hill. Dr. Winston talked for an hour or more favoring in struction in Latin in the publio reboots, bnt scoring the "induotive method" pretty severely. A musioal concert was Jeld in the hall at 3 o'olock, by Miss Hormsly of Raleigh, assisted by Miss Krider of Salisbury, Miss Worthington of Rocky Mount, Miss Southerland of and Mr. John T. Dunn of N. Y. Tho pro gram was an interesting one ihe at tendance not very large. About 6 o'olock a sailing parly was given in honor of Miss Emma Katie Jonos of New Demo, by Mr. Dunn of New York (Prinoetou college). Not only New Bernians, but others to the number of sixty or moro from all parts of tho State joined in, and br unani mous consent report that a good time was had. At the night session a paper was read by Dr. E. Alexander of Chapol Hill en "Classioal Training" a most excellent paper. Muzzling Dogs. Ooldsboro and Kinston euch have city ordinances now in effect requiring every dog at large to be rou.7.1od. In Kinston tho authorities arc lax about enforcing the ordinance and the Free Proas takes then to Usk about it thus. "We have heard some complaint from ladies, and gentlemen too, that the ordinanoe, prohibiting dogs run nlng on the streets without muzzles, is not properly enforoed. They ere so loose on some of Ihe dog that they paw them off with ease. In other oases ths muzzla are so large that the dogs oan open their mouth wider with the muz zle on than they oan without them. If It is a good ordinance (and we doubt It) it should be enforoed. If it oan 't be enforoed, than repeal it and try some other measure for ths safety of the publio." The Work for tho World Fair.
