ITHE WAR. : Russia's troubles at home have, for the time being, at least, over shadowed in the public mind the but meagre information regard ing the latter. The expected battle of consequence has , not occurred, but the Japs have con tinued the movement of men and guns 1 from Port Arthur to the line bf battle on the-Sha River, and . by . this time are doubtless ready to meet all the troops which Kuropatkinjican put for ward. It is stated that the Chinese residents are moving out of Mukden, believing that active hostilities will soon occur in that " vicinity. The Russian raiding force which interrupted communication with New Chwang for a short time aoDears tn havA marta its escape. There was a report in the early part of last week to the effect that it had been captured, but this has not been confirmed, and little attention was appar ently paid to the story. Admiral Rojestvensky's fleet is still apparently on its'way to the zone of hostilities, but at its pres ent rate of progress it will not reach there for three months, so that there is hardly any likeli hood that it will keep. on. According to some writers, the plan of campaign of the Japan ese includes a movement upon Vlachvostock, the northern naval base, or a point near there at the same time , : that the forward movement' is undertaken against Kuropatkin. Later information from Port Arthur detracts considerably from the bravery of General Stoessel,- and the populace arid soldiers are; represented as being vigorous in; their denunciation of his course in surrendering. Were it not so generally believ ed that the Russian government is corrupt from the lowliest official to the highest, that in its dealing with foreign government as well as with its own people, it does things that no good citizen can countenance, the whole civilized world would probably at this time sympathize "with it. It has been" badly-whipped by a power that was until this time rated as second or third class among the millitary forces of the earth, while Russia herself has appar ently kept other nations at bay for years by reason of her sup posed strength and now the peo ple at home are rising against their rulers and perhaps as an outcome of the war in the East a well-nigh successful attempt to wipe out the whole Romanoff dynasty was made last week. Indeed these be dark times for Russia and he ivill be a strong man in the fullest meaning of the term who will bring her ship of the State to a peaceful an chorage. Despite all the trouble, all the loss of life and the great expense, the final outcome of this can hardly be otherwise than beneficial to the Russians and to the world at large. Th i n g s could, as a matter of fact, hardly be worse in the Czar's domains and the conflict in the Far East is probably back of all of the un rest now permeating the empire, with St. Petersburg as the nat ural center. As to the benefit to the world at large, that is of in calculable degree. - The latest news from St . Petersburg indicates that Russia will likely take speedy steps to end the war on account of the serious conditions at home. As to this, however, of coruse all is conjecture at present, but that the matter will have a more or less emphatic-bearing on affairs in the Far East there is little" room for doubt.
