JSocial Security Changes On August 13, President Reagan signed into law the* Omnibus Reconciliation Act of 1981. This major tax and budget legislation contains several provisions making important changes in the Social Security Program. Ail of these changes are part of a comprehensive effort to re store financial soundness to this troubled system. These various provisions are ex pected to save more than 12 billion next year alone and almost S24 billion through'' 1986. This legislation represents only the first phase of the current administration's proposed modifications to Social Security Act. There are additional proposals still before Congress which would produce an additional (50 billion in savings and could insure the long range finan cial stability of this be leaguered system. Briefly, the changes which have become law include: ?The minimum benefit has been eliminated for new applicants as of November 1981 and for current bene ficiaries as of March 1982. This amendment does contain a special considera tion for certain low-income elderly recipients who would not qualify for welfare pay ments. ? Mothers or fathers' benefits will terminate when the youngest child reaches age 16 rather than age 19 unless the child is disabled. This provision is effective immediately for parents be coming entitled to benefits Sept. 1, 1981 or later. It will become effective Sept. 1, 1983 for parents entitled prior to Sept. 1, 1981. ?Benefit payments to post-secondary students will be totally eliminated as of April 1985. Any student en titled as a child in August 1981 and enrolled in a post secondary school by April 30, 1981 will be eligible for some continued payments while this type benefit is being phased out. These recipients will receive no payments for the months May through August. They will receive no automatic cost-of-living in creases, and their benefits will be reduced by 25% in September 1982. September 1983, and again in Sep tember 1984. ? The Lump Sum Death Payment of#255 will be paid only the the deceased worker's spouse or to chil dren entitled to survivor benefits. For the spouse to receive this payment, be or she must have been living in the home with the deceased or be eligible to receive monthly survivor's payments. The Lump Sum Death Payment will no longer be made to grown children, other relatives or funeral home operators. ? A cap has been placed an the amount of Social Security disability benefits a worker and family can re ceive while also drawing Workman's Compensation Federal, State or local Government disability pay ments.
