Farmers Increase In FCIC
Guarantees At No Extra Cos
Duplin County farmers
; who participate in the Pay
ment-in-Kind (PIK) program
are eligible for increased
. insurance guarantees on in
; sured wheat, corn, grain
t sorghum, rice and upland
? cotton at no extra cost, says
? ' Jim Taylor, director for the
? Eastern district of the
Federal Crop Insurance Cor
. poration (FCIC).
To encourage the widest
participation possible in the
PIK program, FCIC will ac
cept downward revisions of
previously reported acfefc
and increase the per-acre
^ guarantee on the remaining
P acreage. Downward re
! visions of acreage reports
| may be made until March 11.
; . For the 1983 crop year
? only, insurance guarantees
on the eligible crops will be
? increased by the following
- proportions: a 6 percent in
- crease for acreage deduc
I tions of 10 to 19 percent; an 8
? percent increase for reduc
tions of 30-29 percent; and a
fe 10 percent increase in
? acreage reduced by 30 per
? 1 cent. "Percentage reduc
? tions are calculated for
acreage reductions above the
regular farm program set
aside," Taylor says.
Farmers may participate in
the PIK acreage reduction on
one farm and not another.
"Any increase in coverage."
says Taylor, "will be in effect
for the farm selected for PIK
participation without affect
ing the guarantee or pre
mium on the other insured
farm(s)."
"Upon acceptance of the
revised acreage report, the
premium will be recomputed
on the reduced acreage and
the per-acre guarantee will
be increased for the re
maining acreage," Taylot
states.
Under a bid arrangement
farmers may reduce the
entire acreage to zero. In thai
case, a zero acreage repoti
may be made to the agent bj
March 11. Farmers shoulc
verify acceptance of the bit
with their agent by Marcl
18. If the bid is not accepted
the farmer remains insurer
for the acreage intended foi
harvest.
"Insured farmers shiuli
contact the local agen
authorized to service thei
FC1C policy before March 1
to report any downward re
visions on insured acreagi
and to gain the advantage o
the increased protection,'
Taylor says.

Whitley Had Best Attendance [
Congressman Charlie
Whitley had the best at
tendance record in Congress
its' 1982 for any member of
the North Carolina delega
tion who had opposition in
the 1982 elections.
The Raleigh News and
Observer's Washington
Notebook reported briefly on
the comparison of attendance
records published in the Jan.
15 Congressional Quarterly.
Whitley'^ 96 percent
voting record was surpassed
by only three members of the
N.C. delegation and none of
the top three (who topped
him by only one percentage
point) had to campaign in
1982. Sen. Jesse A. Helms.
Sen. John P. East and Rep.
James T. Broyhill all had 97
percent voting records, but
none of the thred had to
campaign for a primary or a
general election. Broyhill
had no opposition and the
senators had no election in
1982.
Whitley's ability to main
tain the best voting record
for an opposed candidate in
the state ? and, inciden
tally, also one of the best in
the entire Congress ? is
especially remarkable in
view of the all-out. big
money and big media cam
paign waged by the Con
gressional Club and the Re
publicans.
It is ironic that Whitley's
opposition chose to try to
make his attendance an issue
even while he was compiling
a record of floor attendance
that was outstanding among
members of Congress who
had to campaign for re
election.
