Joe Lanier Son i A g ?*. there is no doubt ? drunk or drinking drivers should be removed from the public roads. New legislation is reported to be aimed in that direction. However, I see little improvement over the old laws. The problem, I believe, is not in new laws but in enforcing the ones now on the books. Just how safe the lawmakers want the roads was pointed out last week when the legal drinking age of 21 was approached. After a day or so of hip-hip-hooray, we want to make 21 years of age the minimum legal drinking age, someone pointed out that if this were done, taxes amounting to S3 million a year would be lost if the youngsters between the age of 18 and 21 were not permitted to purchase alcoholic beverages. . .There was a bit of mulling around and then it was decided, well, maybe safe costs too much. . .Here they really had a chance to make a new ruling, but failed to do so. . .That was to put a limit on how many lives were worth $3 million. . .Just how many deaths caused by drinking drivers between the age of 19 and 21 are worth S3 million. . .We have read and heard that drunk drivers would be locked in jail. . .Well, the new "impaired driving" law does not assure that. The judge still has the discretion as to ? or not to. . .The main difference between the old DUI bill and the "impaired driving" bill is the change in legal drinking age and the no plea bargaining. . .Now the bargaining will take place after the guilty plea. . .This means higher lawyer fees, not less drinking drivers. . .That little flaw that has plagued the judicial system since its inception, is still there. . .and that is equal treatment under the law is not necessarily so if you have big bucks. . .As long as lawmakers make the laws, there will always be an out for who knows, one day the lawmaker may find him/herself entangled. . .If the public is sincere in wanting to remove drinking drivers from the public highways, they can do so. . .This new bill cannot. . .Most judges in North Carolina serve at the discretion of the voters. . .If these judges are not strict enough ? or do not fairly administer laws ? then the polling places are the place to attack. I was looking for a story to write a couple of weeks ago and decided perhaps the weather would be a good one due to the tremendous amount of rain we have had. I called Hiram Brinson, emergency services coordinator, and asked if he had any reports of problems due to the rain. . . He said no. . .However, says he, I did see a fellow pulling a boat behind his car. He stopped at a stop sign and the animals began getting into the boat two-by-two. . . Son-of a-Gun. .. James Madison was the shortest of all America's Presidents, standing only five feet, four inches tall. 19th Hole PRO> I. B.
