Jo* Lanier | Son o# j A most ridiculous thing, happened last week, the county commissioners raised the tax ratf. D.J. Fussell did vote against the increase. However the rest voted for the nickle hike. Bill Costin, Allen Nethercutt, Calvin Turner and Dovie Penney. The increase is simply not needed to keep things as they are or even increase some departments. The five cent increase will bring in about $320,000. This will cause a surplus of $500,000. Of course this surplus is called unbudgeted reserves. Call it what you want to fact is, it is half a million dollars not needed to fund the budget. Without the increase tax there ?A>uld only be a surplus of about $200,000. However if revenue sharing is renewed and all indicators indicate it will be, there will be a bit more money. Assum ing the same amount is approved this would hike the surplus to $600,000 with no tax increase. With the tax increase the surplus would amount to $900,000. An in creased effort in collecting past due taxes, under the newly installed "In Ream" method has brought in addi tional monies. So if we add the expected, using a low figure of $300,000...now under the heading of a five cents tax increase we have a new surplus total of $1,200. 000 unbudgeted surplus. Now mind you this nickle increase is not coming from people in New York, or California...it is coming from the people of Duplin County. People who cannot afford it and it is going to people who don't need it. The commissioners as they were making out the budget acted like a group of people playing the money game Monopoly...like it was only play money...they were not concerned with needs...those questions were not even asked. An example, the Mental Health asked for a $5,000 increase in their county funding from $95,000 to $100,000. Salary increase of $400 pejvemployee were in the increase. However the employees were given the increases before the com mitment of the additional monies were made. As the commissioners discussed the Mental Health budget if was brought out that Sampson County increased the Mental Health budget by $1,500. Duplin and Sampson Counties are jointly in the Mental Health Program in this area. There was mention of cutting the request in half to $2,500. Someone said. "You know this is for salary increases and the county employees are not getting an increase". Then the fuss died down and it appeared there would not be an in crease in the Mental Health budget. Calvin Turner said. "Are you going to let Samp son County get ahead of you". Dovie Penney said. "Well I am going to vote for it...I know I am not voting with my head but with my heart." Thus the Mental Health budget was increased by $1,500. Duplin County now puts $96,500 in to the program, plus the upkeep for all the buildings Mental Health uses in Duplin County. Now the Extra Money may have been needed, but that was not _g^vj discussed. 1 he reasons were not to let Sampson County put more money into the program than Dupliit did. It may be proper to mention here that when the two counties joined, Duplin County was putting twice as h much in the program as was Sampson County. The other reason "My heart tells me to", that surely sounds like responsibility. There are no commissioners to be elected this year and a good thing too. I feel sure this group would be sent home after this ridiculous tax increase. The commissioners knew it was tax not needed. They were even ashamed to mention the rate in the budget motion. For years and years it has been the custom to pass on the tax rate before adopting the budget. This time no one would move on the tax rate alone they just agreed on the budget which required a rate of 75 cents. Next year there are two commissioners to run for office. Perhaps this is the reason for such a surplus in this budget. This unbudget ed cash surplus can be spent most any way the commis sioners so desire. As long as it is legal and 1 am sure they will stay within the law. The only commissioner to vote "To cut the fat and keep the keep the tax rate as it was" was D.J. Fussell and he says - this is his last term in office.
