The board approved spending $8,578 in uncom mitted state funds for salaries for the project. School administrators ^plfcce students who otherwise Vvpuld be suspended or kept aRor school for disciplinary paioblems in the in-school suspension programs. Stu dent privileges are generally revoked and the students spepd all their school time except class hours in a supervised location apart ftpra other Midents. ?(Assistant Superintendent A4ice Scott and truancy ^>(ficer Jim Flowers said a # 1 similar program established at Warsaw Junior High School several years ago has proven effective. They said that simply keeping students after schixil created trans portation problems. The board took no action on the protest of county welfare Director Millie Brown that her current staff would be unable to cope with a new mont^y four-page report that would be required from about 800 households in the county receiving food stamps. She said a federal order requires that forms be filled out for all people with earned incomes, with five or more family members, who are elderly, blind or disabled. It will cost $300 in postage alone to mail out the forms. she said. Wake and Mecklenburg counties have refused to use the forms. "There's no pos sible way we can handle it," Mrs. Brown said. County Manager Ralph Cottle pointed out that the Social Services Department includes a quarter, or about 50. of the county's employ ees. Mrs. Brown said the depart men t handles a budget of $10 million in federal, state and local funds, includ ing about S3 million worth of food stamps. Tax Supervisor Frank Moore reported that Sea board Systems Railroad paid S4.026.60 to complete its 1980 property tax return. The railroad has dued the state over the annual valuations of its property, claiming it was over-taxed wnen owners of other property only face re valuations every eight years. The last full payment the railroad made \yas $8,868 in 1180. Since then, it has paid ?$3,751 per year on its taxes until the courts determined the validity of the tax bill ings. The courts ruled the rail road's value in the county for tax purposes in 1180 was 71.5 percent of its annual property valuation as set by the state Utilities Commis sion. If it had paid on the 100 percent annual valuation, its tax liability for 1980 would have been $9,366. Valuations for succeeding years will be determined in separate court actions. Norman Sandlin J', was sworn in as the county's new tax collector. The board appointed a commission to work on grants for restoration of the Kelly-Farrior House as a museum. The committee's members are commission <~hairman W..I. Co?tif|i school Superintendent L.S. Guy, school board Chairman Joe Swinson, County Manager Raloh Cottle, and the chairman of the Cowan Museum board. Lois Britt, Rich Boyd was named an e*-officio member.
