5950 opening of the Albert
son post office, according to
the April 7, 1950 issue of
THE DUPLIN TIMfcS.
The Albert son post office
was originally established
May 25, 1&8 but 'discon
? tinued servicd several times
until 1950 when a postal
building was Constructed
about 2<X) feet frotp the site
of the original community
post office. The first Albert
son post office was operated
in a three-story house vbbich
burned.
Opening ceremonies for
the Albeftson post ^office
were held at Holt's Store
with Hugh Wells acting as
? master ot ceremonies. The

opened the services with a
prayer and Judge Jfenry A.
Grady followed with a brief
history of postal offices in

The Albert son post office
was first established in May
of 1818, with Edward Albert
son as postmaster- Samuel
D^vis became postmaster

ruary 28, 1832; James P.
Davis, November 19, 1839;
James M. Grady, December
15, 1845; Amo"s W.

The Buena Vista was the
second Smith township post
office and it was established
April 6, 1857. Houston Max
j well and Martha E. Miller
were named postmasters of
Buena Vista, serving until
March 12, 1861, when ser
vice was discontinued from
the post office. Buena Vista
reopened with Clarissa Smith
as postmaster April 12, 1870,
followed by Stephen M.
Grady, Nov. 13, 1889;
Catherine C. Smith, Decem
ber 27, 1889; the name of the
post office was changed to
Leon in June 25, 1891 .and
Lizzie Smith served as post
master until October 31,1916
when service was discon
tinued. Captian Zack Smith
named the original postal
office Buena Vista for the
battle Buena Vista in which
he took part under the com
mand of Zachary Taylor.

PCA And FLBA Financial Services
Production Credit Associa
tions and Federal Land Mank
Associations in the Carolinas
and Georgia and Florida will
undergo major changes in
coordination of services and
territorial realignments, ac
cording to John S. Smith,
president of Farm Credit
Service of Kenansville.
The 54 PCAs and 46
FLBAs operating, in the
Columbia district 'will be
structurally realigned1 into 20
PCAs and 20 FLBAs with
common territories over the
next three years. Annual
savings of approximately
$2.7 million in operating
costs, in the district are
expected.
Smith pointed out, "A
major means to adequately
meet the demands of the
future in agriculture will be
merger of several associa
tions of like kind into larger
rejgional financial organiza
tions. More specialized' ser
vices are foreseen in the
future, and financially
stronger institutions will be
necessary to maintain a staff
of trained specialists, while
at the same time maintaining
professional management for
better overview of such in
stitutions.
The president empha
sized, "There will be mini
mal impact on personnel
though a limited number
may change positions and
some may relocate to other
offices. Employees will not
be terminated as a result of
mergers. A 10 percent re
duction in personnel through
attrition (retirements, etc.^ is
expected when the mergers
and territorial realignments
are complete,"
Local association benefits
will in&uite easier coordi
nation and loan packaging
through improved communi
cations, more efficient
operations and better utili
zation of personnel. These
changes will position PCAs
and FLBAs to maximize ser
vice and be more cost ef
fective in the agricultural
community. The principal
objective is to provide
farmers with sound, depen
dable credit at the lowest
cost consistent with sound
business principles.
The time frame for actual
realignment and mergers
be one that is practical for
associations iuvoived. Smith,
president of FCS of Kenans
ville, and one association
director will serve on an ad
hoc committee to study and
recommend procedures for
implementing territorial re
alignment plans.
