Duplin County Health Services The office/clinic building shown above has been the home of the health ) department since 1954. It is located behind the courthouse and was built the same year as the hospital and the South Wing Annex.The recent addition of a new A-frame roof has changed the outside appearance. ? ?v m ri 1 " ? r - . ? Keeping The Public Informed Health education is one of the major services offered to the public. Through r__ health education, individuals and groups can acquire information and skills for making responsible decisions about their health. Debra Scott Beasley, health educator, explains some of the services and information that are available to everyone. Keeping the public informed and up-to-date on all the services available, supplying informative and accurate literature, films and programs to the public on various health topics are vital functions of the department. The files have expanded in recent years due to the increased numbers of Duplin County citizens using the services available. There are approximately 20,000 records on file. South Wing Annex Offices The South Wing Annex Offices, formerly used as quarters by the hospital nurses, now houses the Environmental Health staff and the Administrative offices of the health department on the second floor. Recent additions in staff and programs required moving thee above offices from the main building to the South Wing Annex. The Building Inspection department is also located on the second floor. Healthy Living During the early 1940s, only three employees were working ? Mary Lee Sykes, Louise Carter Bullock and the sanitarian, and of course the health director. In 1945, Donnie Outlaw was employed as secretary. Mrs. Outlaw was employed, with the exception of a year or two, until she retired in 1980. i-?ou. These early years saw the health department actively involved with the county's health problems and prevention. The ongoing programs were: TB, water supplies, sewage disposal, foodhandling, venereal di sease, immunization, pre-natal care, well-baby clinics and school health. In 1948, the health department was able to obtain the use of the "TB Bus" during the summer months. This was a mobile chest X-Ray unit that traveled throughout the county making thousands of chest x-rays in the TB program. Ruby Kornegay operated this unit. The number of employees in creased in the early 1940s. New staff members included Ruby Carter Kor negay, Donnie Outlaw, Fanny Robertson, Mary Alice Whitfield, Mildred Currie Pridgen and Mary Wells Bowden. Jesse Canady worked for the count as sanitarian for a while, sometin e in the early 1940s. Later, Jesse was ? ;plo\ed by the state and served dis-rict sani tarian until he re i t -w years ago. Also employed about this o>>e (the late 1940s and earlv IOS(K nurses were Sarah Inez Barclas Hodges, Helen Batts Ballard. Norma Hill Candrena and Kosemona Brock. In 1952, Joe Lee Costin came to the department as sanitarian and in 1955 "Bill" Byrd was employed as a second sanitarian for a short time. From 1961 -1973 Maurice Holmes was the county sanitarian. New Health Center The year 1954 was a milestone in the growth and development of the health department. It was at this time that the department moved into its own building, a new 4,000 square-feet office/clinic complex built at a cost of "only" $63,000. This year, the health department is celebrating its 30th year in this same building. Additions to the building were made around the 1970s. Present Interestingly enough, the early programs and clinics are still the heart of Public Health, through the years, much progress has been made in public health. The results are evident by our healthier families and environment. Look at a few facts listed: 1) In 1927, 20,000 cases of whooping cough were reported: in 1981, only 12. 2) In 1928, 60,000 cases of measles were reported, and in 1981, only three. 3) North Carolina has the largest network of fluoridated school water supplies in- the nation; 119 schools. Duplin County has seven of these.
