Stroud is running for one of the two seats to be filled in November. Stroud. 53, who served two terms as Pink Hill mayor and has also served on the Lenoir County Board of Education, said he will not make campaign promises. Stroud said he is opposed to the merger of the city and county school systems "without a vote of the people." He said he is also opposed to the satellite annexation of property in the county into the city limits. Stroud is president of Har-Scott Inc. of Pink Hill. He is also owner of Liberty Farms, a purebred sheep operation and is president of the N.C. Sheep Producers Association. He is a member of the First Baptist Church of Pink Hill.
