Police Commissioner Inches felt that machine guns were needed by Detroit to help in dispersing mobs. So the city bought a number of sub-machine guns, to shoot 1,500 bullets a minute, but the commissioner was afflicted with a kind heart and couldn't bear the thought of the steel jucketed bullets mowing men down just because they happened to be disorderly.
