C., 09 April State Highway Division Reports on County Roads Last year 20.294 mi let of primary highway! were improved and 30.4 miles of secondary highway* were paved in Carteret County, accord ing to a report from the State Highway and Public Works Com mission. Among the improvements was the widening and resurfacing of highway 70 from its junction with Merrimon Road to Atlantic. An other improvement, now underway, ia the building of a bridge over the thoroughfare between Atlantic and Cedar Island. The Job is about 40 per cent complete and will cost more than $160,000. Commissioner H. Maynard Hicks said that in the Second Highway Division, which includes Carteret County, a total of 38.93 miles of work was completed in 1953 on the primary highway system. On the secondary road system, a total of 1SS.78 miles were paved last year. The man responsible for guid ing this vast amount of road work to completion is R. Divisions Increased , In an effort to provide a sounder program, one nearer the people, the Governor arfked the 1953 legis lature to consider the feasibility of increasing the 10 highway divi sions. Governor Umstead was au thorized to appoint a study com mittee, which he did, and it unani mously recommended the estab lishment of 14 divisions. The 14 divisions were set up on a geographical basis, in such a way that each would be about equiva lent in population, area, and mile age. The same general plan was followed in determining the main tenance districts within the di visions. The State Highway Commission is responsible for the maintenance of some 10,800 miles of primary city-to-city highways, 54,500 miles of secondary roads, and about 2,400 miles of primary and secondary links within cities and towns. Employs More Than lO.Ht The commission is composed of 14 commissioners and a chairman appointed by the Governor. The commission in turn appoints or em ploys the remaining personnel which works for the commission. To build and maintain roads, North Carolina employs about 8,400 regu lar and 2,000 temporary workers. The commission engages a state highway engineer, legal counsel, auditor, purchasing agent, compen- . sation officer, personnel director and prison director, together with secretarial aids. The highway, road and street op erational functions are assigned to the state highway engineer. He is aided by a number of headquarter departments, e.g., location, right of way, road design and plans, con tracts, construction, materials and tests, soils, bituminous, equipment, statistics and planning, traffic land scape, bridge design, bridge main tenance, and personnel safety. In the field, the state highway engineer delegates operations to the 14 division engineers, who di rect all field work in their respec tive divisions. Each division en gineer is responsible for construc tion, maintenance and operations within his division. For construction work, the di vision engineer is aided by an as sistant division engineer, resident engineers, inspectors, and survey parties. For maintenance work, he has a road oil supervisor, sign su pervisor, and two to three district engineers, each of whom directs work in a district comprising from two to six counties.
