Ro(ers, Jr., engineer for the State Highway and Public Works Commission, Civil Air Patrol per sonnel, and Ralph Howland of The Charlotte Observer, flew to Beau fort Tuesday afternoon to survey storm damage in this area. The men were making a flying tour of the North Carolina coast line \|fom South Carolina to Vir ginia. Conferring with them here were Mayor Clifford Lewis, Beaufort; Mayor George Dill, Morehead City; C. G. Holland, assistsnt commer cial fisheries commissioner; Mayor A. B. Cooper, Atlantic Beach; Dr. John Morris, Morehead City com missioner, Dan Walker, Beaufort town clerk; Gray Hassell, Beaufort town engineer; and Gene Smith, attorney for the town of Beaufort. The visiting officials surveyed county damage by air before land ing at the Beaufort-Morehead City airport shortly after 2 p.m. Then they visited areas in Beaufort, Morehead City and Atlantic Beach which suffered during Friday's hurricane. Mr. Walker said yesterday that the officials reported the follow ing: Room 100 A in the customs house, Wilmington, has been des ignated the office of the Small Business Administration. Through that office small businessmen may apply for loans up to $10,000, re payable on a 10 to 20-year basis at 3 per cent interest. Persons seeking more than $10,000 in loans must apply to Washington. Mr. Walker said that in several days a representative of the Small Business Administration will be in Beaufort. He will have an office in the courthouse and will accept applications for loans on the same basis as the agent now established in the Wilmington customs house. The arrival of this agent will be announced, Mr. Walker said. At press time yesterday it was not known when he would get here. This agent will also handle re quests for loans from permanent residents of this area whose homes were destroyed. He will not han dle loans or be able to help peo ple who lost summer cottages, Mr. Walker said. Fisheries Commissioner Holland offered his assistance in getting aid for fishermen of this area. Mayor Dill was appointed liaison official to present Carteret's dis aster needs to the governor's com mittee on disaster. Mr. Walker said the visiting of ficials made it clear that the fed eral government will not make any grants for permanent repairs to storm-damaged facilities. The gov ernment funds are merely emer gency funds to get the towns back in operating order again. We had a large run of spanish mackerel the latter part of Sep tember throdgh the first week of October, but due to an unusual number of shark the fishermen were unable to work over one night a week, having to mend the shark holes in their nets the rest of the week. In order to have a good fall commercial fishing season, we need a good cool shift of north winds for several days during the latter part of August that starts moving fish north of us south. We need about three shifts of wind in September and October. This, year we did not have this weather until Oct. 7; consequently, the states north of us have had and still have fish locally that we should have had under normal con ditions. This is one reason our fishermen have received such low prices for the catches they have made A check has been made of our oyster bottoms and I believe the storms (prior to Hurricane Hazel), did not do much damage. The shells we planted last spring have caught spat and now have small oysters growing on them. The two sanitarians working under the State Health Department, having offices here in our building, are in a rush to get the oyster houses cer tified. Our boats are in good condition at present, but a little work is being done in the way of painting. The contracts for installing a heat ing plant in our office and roof ing administration building here in Morehead City have been let. The stack or chimney has been finished and shingles have been ordered. We expect this work to be completed by the last of Octo ber. Our collections arc about the same for the corresponding period last year, even with a poor fishing season. We have licensed 2,615 boats this year and have a com plete file on them. It might be of interest to you to know that we have at present 437 oyster leases in force which have an acreage of 4,308 or an approximate average per lease of ten acres. Boy Scouts of America, lacks $500 of making its $2,300 goal in the 1954 cam paign. In the 20-county area of the East Carolina Council, which cov ers Carteret, $78,722 had been raised by the end of last week. The total needed to finance the Boy Scout program for 1095 is $85,642. Skittish Winds Hit Carteret The winds have been playing cat and ibouse with the Carteret coast tfeis week. Southeastern winds brought in Hurricane Hazel and then north eastern winds brought a drop in temperature to as low as 45. Stamey Davis, weather m.<n, said that Hazel brought only .78 inches of rain as compared to the six inches of rain which accompanied Hurricane Carol. Mr. Davis said that Hazel was the dryest storm he has ever seen. He estimated that winds during Hazel blew at an average of 65-70 miles per hour with highest winds blowing at 80 miles per hour.
