Where a separate board it deemed
esaential is where the mosquito
control district covers onty a part
of a county (health authorities do
not recommend this) or more than
one county. When a district cov
ers more than one comity, the
existing governing board, such as
a county 'board of commissioners,
could not act for persona living tn
another oounty.
Furthermore, the state would
not have the same degree of con
trol over a county as it would over
a mosquito control district.
