Want to Know State's Policy On Roads^New Booklet Tells Raleigh ? The fciate Highway Commission has announced pub lication and distribution of a new booklet on the maintenance and improvement of the state's secon dary roads. Prepared by the public relations department of the State Highway Commission, the 23-page illustrated booklet explains in detail the pri ority system for paving rural sec ondary roads and the general pro cedures for distribution of avail able secondary road funds among the state's 100 counties. In addition, the publication de tails the three factors which de termine the position of ro*ds to be paved on the priority list which is posted in each county court house. Individual road ratings are determined on the basis of land use characteristics, public service characteristics and average an nual 14-hour traffic court. A sam ple rating sheet, used by U<?nway commission engineers, is included in the booklet. Other sections explain how sec ondary roads are added to the sys tem, how sub-division and resi deatial streets may be paved, and the policies of the State Highway Commission so construction of acaess roads to schools, industries and public facilities. Also defined is the adopted level of service for seooodary roads established by the State Highway Commission in the fall of 1KT.
