Burwell Smith, Agricultural Engine er, accompanied the delegates.He Payments Made To Farmers About 94 percent of the 1970 farm program payments earned by producers in Yanaey County have been made, ac cording to J. W, Tomberlin,the Chairman of the Yancey Cou nty Agricultural Stabilization & AS C) Committee. "Thanks to the fine cooper ation of participating farmers, we are well on the way to com pleting payments in the feed grain program. The U.S. De partment of Agriculture this year made a commitment to make farm payments earlier than ever before— —and we are keeping that commitment,"he said. The ASC Committee Chair man said that in previous yais partial payments had bem made in advance to feed grain parti cipants. Budget restraints this year made it impossible to make any farm payments be- * fore July 1, the beginning of the Government's fiscal year. "As soon as that date arriv ed, however, farm program payments began. We ecpectto complete them within the next 3 weeks here in Yancey Coun ty, which will be the earliest date ye have ever complete d farm program payments, 'Tom berlin added. He commented that produ cers participating in the farm programs have earned payments by helping stabilize markets & by giving up the use of prodto tive cropland that would other wise have been put into cash crops on other income-produ cing uses. Instead, they main tain the land in conserving vse which helps prevent soil etc - sion and air and water pollu - tion. "Agricultural productivity almost doubled in the past 20 years, but farmers' markets take only about a third of this increase," said Mr.Tomberlia This means we need new mar kets.
